A Civil Society Pact

At the time of publishing my last note, the full official and definitive text of the Pact for Constitutional Reestablishment had not been published by ANCO (see in Spanish the full text of the Pact at https://ancoficial.blogspot.com/2021/02/comunicado-anco-acta-que-contiene-el.html) and I only made a brief reference to the important call made by the former members of the Organizing Committee of the Popular Consultation, Dr. Blanca Rosa Mármol de León and Eng. Enrique Colmenares Finol, to the civil organizations in Venezuela and the world, to accompany a Pact for the Activation of Article 333 of the Constitution of the Bolivarian Republic of Venezuela for the Constitutional Reestablishment and to formalize throughout Venezuela the union of the organizations of the Civil Society through a coordinated organizational effort for the Constitutional Reestablishment and the Reaffirmation of the Popular Sovereignty.

And this is of such an important transcendence that it is worth dedicating a few lines to explain the importance of this new political Pact that is being presented to the country, and that in the current moment of deep crisis that we are living in Venezuela, I consider of a historical dimension of equal or greater relevance than the one formalized in the Quinta "Punto Fijo" by the forgers of the democracy that was born after the Constituent Congress of 1961, despite the fact that the Punto Fijo Pact was established immediately after the fall of the dictatorship of Pérez Jiménez and not before.

And it is for this precise detail that the proposal of a Civil Society Pact is so important because Venezuelans will have to earn the freedom of our country inch by inch. "Let the people decide!" is not a mere wish nor a hollow statement of ANCO for the closing of our communiqués. We are determined to assert it in its full extent since we assumed the commitment and undertook the journey, to convene the Original Constituent Power to change the bases of the political institutionality of this country, a destiny for which we continue to work. The Popular Consultation is a milestone in this long journey, and very necessary to empower Venezuelans and take the next step to enforce the mandate born from this act of sovereignty.

Article 333 of the Constitution imposes on all Venezuelans, those vested and not vested with authority, the duty "to collaborate in the reestablishment" of the effective effectiveness of the Constitution. But the Constitution does not specify -and it is not its mission- how this major task will be carried out, so we require a procedure for the reestablishment of the Constitution. And that is what this new Pact proposed by ANCO to Venezuelans is all about.

The Pact establishes the inescapable commitment of Venezuelans to reestablish the functioning of all Public Powers and the National Armed Forces, and repair the injury suffered by the National Sovereignty due to "... non-compliance with the electoral result of December 6, 2015; the authorization by the Supreme Court of Justice of the constituent process without a popular call; the non-observance of the binding results of the Popular Consultation held on July 16, 2017; and, the non-compliance by both the Legitimate National Assembly and the usurpers of the Public Power of the binding mandates of the Popular Consultation held on December 12, 2020." In other words, the deviation caused by the usurped powers due to the non-observance of the Constitution by the regime of Nicolás Maduro Moros and those from the regime and political groups of the official opposition, still refuse to recognize the binding results of the Popular Consultation held from December 7 to 12, 2020.

That is why the citizens empowered by a mandate emanating from that Popular Consultation decided through this Pact "To regroup and unify the political-citizen forces that oppose the regime and seek its exit from power, activating the civil and peaceful resistance to which we are entitled...". And thus regrouped, "...to urge the organized civil society, in accordance with the provisions of Article 326 of the current Magna Carta, to fulfill its role of co-responsibility in the fulfillment and preservation of the principles of independence, democracy, equality, peace, freedom, justice, solidarity, environmental promotion and conservation and affirmation of human rights, as well as the progressive satisfaction of the individual and collective needs of Venezuelans...". From this commitment, concrete actions are derived that must be executed in an organized manner by all sectors that have the co-responsibility of assisting the security of the Nation.

By virtue of this indisputable reality, ANCO has taken the initiative to promote a Pact to join efforts in the formation of a National organization with representation at the State, Municipal and Parish levels, with international presence, which assumes the responsibility of concrete actions of all those in civil society who agree with this Pact for the Constitutional Reestablishment and Reaffirmation of Popular Sovereignty. The actions derived from the union of the different sectors summoned established in Article 326 of the Constitution (economic, social, political, cultural, geographic, environmental and military) will be the key capable of displacing the regime of Nicolás Maduro Moros.

A Civil Society Pact of the nature of the one proposed that could be the protagonist of the exit of Nicolás Maduro's regime would be absolutely much more stable and would lay the foundations for an absolute governability of the country after the fall of the regime because all the sectors involved would be committed to reestablish the Constitutional order, guaranteeing the security of the Nation.

The longer we delay in joining forces, the more the regime will continue on its path of destruction of the country. The longer we delay in building a coherent force impossible to stop, the regime will continue in power. Note that here we are not promising that the regime will fall tomorrow because we signed a Pact to continue. What we are saying is that if we do not have that strength and the promise to become stronger through a coherent structure of action, we will not make it fall. That is why I subscribe in all its letters to Sir Winston Churchill in a quote that describes this effort and which heads this note: “Success is not final. Failure is not fatal. It is the courage to continue that counts…”. No one has ever been so right...
