A new electoral course for Venezuela

The news reaching us from abroad about SmartMatic's demand (see in Spanish Electronic voting company claims USD 1.5 billion compensation from Venezuela, in https://www.france24.com/es/minuto-a-minuto/20220608-empresa-de-voto-electr%C3%B3nico-reclama-a-venezuela-indemnizaci%C3%B3n-de-usd-1-500-millones), reminded me of those disputes that mafia bosses in the U.S. in the 1930s used to solve with gunfire. First they were partners and then they became enemies for commercial reasons or territorial power struggles.

In good Venezuelan, this lawsuit is as ridiculous as the cachicamo that calls the morrocoy conchudo (old Venezuelan saying where two animals with a shell insult each other for having one). Both are partners in corruption to steal something from those they harmed. On the side of the regime, a political power that does not correspond to it, and on the side of the company, the millions offered for that.  At this point, whoever does not agree that SmartMatic was a partner of the regime in all the electoral frauds carried out since 2004, is either plugged in or is a collaborator. And that includes the two so-called opposition Rectors within the CNE. This dispute only proves what we have been denouncing for years: that the regime has never had the support of the majorities because it has stolen all elections -including Hugo Chávez's recall referendum-, being illegitimate from the very beginning.

So, this modest note is not aimed -again- at convincing anyone of the nature of the electoral casino they have set up for each election to which Venezuelans are summoned. No. It is addressed to those who still insist on not seeing the danger that means that this casino has not been dismantled, and particularly to those who have defended it from the opposition, which explains why the International Community continues to insist that the Venezuelan problem is solved with presidential elections, which CANNOT be free, fair and verifiable, without a radical change of the Public Powers in Venezuela, especially the Executive and the Electoral Powers.

What else would we have to explain to the countries, if in that lawsuit SmartMatic is telling the world that the regime "undertook a "campaign of persecution" against that company that included "harassment" and "threats" against employees to "force Smartmatic to endorse and certify false electoral results and inaccurate participation volumes"? In particular, I do not believe that they had to "harass" or "threaten", because they were colluding to commit crimes, by disseminating false results to Venezuelans in more than one million votes in favor of the regime. If they were not guilty, they would have made that denouncement publicly since 2017 itself. Why did SmartMatic have to wait more than 4 years for the regime to hire another company and expropriate them, without compensation, to make that claim before the Ibero-American Arbitration Center (CIAR)? Those are the differences that distinguish accomplices to a crime....

And how can this electoral casino be changed without changing the Executive Power? That question should be asked to those who, from the opposition, insist on seeking an opposition candidate in primaries, in order to nullify the hopes of those of us who are still left in the country, to measure themselves against that referee who was capable of colluding with SmartMatic to defraud Venezuelans. And what could be the result of that? Yet another disappointment, and the infinite continuation of some criminals in power, with the difference that with that new election in 2024, this time blessed by the International Community, those who today are catalogued as illegitimate would be legitimized by the work and grace of that system of cheating by the CNE.

It is for this reason and no other, that ANCO requests the same International Community that wants elections, and especially the USA, to help Venezuela to establish an ad-hoc Electoral Tribunal for the call and election of an Original National Constituent Assembly to reestablish all the Public Powers, starting with the Executive Power, in order to Refound the Nation. And in this process of reestablishment, reorganize the Electoral Power for the call of true free, fair and verifiable elections, doing the same with the Judicial Power, current holder of a Supreme Court of Justice that has an additional 12 years of license to continue allowing the crimes against humanity of Nicolás Maduro Moros and his accomplices.

It is clear that the regime will not agree with this approach and much less the official opposition, who still hope to continue playing the perverse electoral game with the regime at the expense of Venezuelans. However, we have ample reasons to believe that the U.S., at the head of that International Community of countries that have supported the diminished Presidency-in-Charge of Juan Guaidó, could change its policy in relation to the Venezuelan problem, given that they know that the only thing that sustains that opposition are precisely the weekly speeches of its spokesmen, and lately of President Joe Biden himself. They are well aware that they are the support of the Venezuelan political opposition.

If the U.S. government fully understands the Constituent proposal put forward by ANCO and important Venezuelan personalities, especially from the Catholic Church, the "electoral" course of Venezuela would be completely different. The regime would be forced, through the mechanism of sanctions, not to go to an "election" with Maduro in Miraflores, but to a neutral process with an electoral arbiter that is not in the hands of those who with their new SmartMatic illegitimately hold power, thus generating sufficient confidence among Venezuelans to attend a process whose results will not be dictated by machines that were previously manipulated by a corrupt Electoral Power, as has just been evidenced through this investment arbitration lawsuit.

We believe that it is time to begin a new process of negotiations, this time aimed at presenting to the world, not a simple presidential election, but the convocation of the people to a Constitutional process of an original nature, with an arbitrator independent from the kidnapped and illegitimate Public Powers of Maduro, in order to reestablish the Constitutional order in Venezuela. That would be the real help to the Venezuelan people that the International Community, and especially the U.S., has insisted so much on, and not the help to the political sectors that, in the net, have been mostly accomplices of an unnecessary prolongation of the suffering of the population. It is not too late to rectify when we know who is behind a hollow opposition and they are the ones who have the capacity to define a new electoral course for Venezuela.
