Crisis of representativity: Participation versus Election

The information that began to circulate through the networks to the effect that the U.S. had given a deadline to the Government in Charge to solve Maduro's problem, is part of the desperation of everyone to find a solution to the political crisis in Venezuela (see in Spanish PanamPost EEUU da plazo a Guaidó hasta el 1 de diciembre para sacar a Maduro, en  https://panampost.com/jose-gregorio-martinez/2021/05/18/eeuu-plazo-guaido-sacar-maduro/).

Even though Ambassador James Story himself denied the species (see news in Spanish in TalCual, in  https://talcualdigital.com/embajador-james-story-afirmo-que-eeuu-sigue-apoyando-a-guaido-y-a-la-oposicion/) it is quite possible that the informant would have understood that in that new meeting with the G4 in Bogota, the US had indeed expressed its dissatisfaction with more than two years of failures financed with the money withheld from Venezuelans and still Maduro remains screwed in Miraflores; and that at a given moment the Americans could have given a maximum deadline for the recognition of Juan Guaidó as President in Charge (this year and before the regional elections). In any case Story can deny it now and tomorrow change his position by orders of his government. And that would make a lot of sense.

In my opinion, it is not that an ultimatum has been given to the President-in-Charge, but the unavoidable issue that if the Maduro problem is not solved, the United States will have to find itself in the need to recognize part or all of the institutional framework of the regime, such as the National Assembly of December 6, 2020, and consequently, the new elections that have been called. Having to deal with two "governments" is a serious problem for the whole world in the International Community and especially for the United States, and this, in their opinion, would give the parties a way out to engage in a new political cycle, including the recall process, to continue with the never-ending "getting rid" of the regime, of course against the mandate of the Venezuelans in the Popular Consultation of December 2020.

This would explain many things, such as the beheading, for now mediatic, of Guaidó, the massive movement of the party militancy to enter this electoral process, the search for voting cards for the "opposition" parties that do not have them, including the negotiations with the regime for the recovery of the famous MUD UNIDAD card of past electoral processes.

The problem here is that the Americans are rapidly sliding towards preferring to tolerate Maduro because that is what they have, rather than this bunch of incompetent cats that do not represent anyone and have become the problem rather than the solution. Nobody like the Americans as an example of pragmatism. At the end of the day the problem is the Venezuelans' problem, not theirs although it sounds harsh. But that's politics among countries...

The big question is, what will Venezuelans do in the face of this? Will we willingly accept elections whose outcome we know in advance and that will not solve any problem in the country and continue with the endless lengthening of the crisis? Will we accept a chimbo recall of a usurped authority? Will we accept a CNE appointed by a National Assembly that we declared illegitimate in a Popular Consultation? Will we willingly accept that this country gets even worse (because any situation can always be worse) because the parties decided to follow the tango of the regime in order to survive, leaving the population to continue dying of starvation in the hospitals and in the streets eating out of the garbage, with a progressively unusable productive infrastructure? This cannot be accepted without doing anything. And the most terrible thing is that this "opposition" believes that the regime will not deepen its unconstitutional communal and authoritarian model in order to impose changes by the way of facts that will make that whatever is achieved in these elections of the regime will be absolutely annulled. To continue fighting with the tools of democracy against criminals means that every day we wake up with fewer rights.

The Presidency of Juan Guaidó will be defined, whether we want it or not, by the International Community -and especially by the U.S.A.- when they see that he definitely does not serve their interests anymore, and they will support the President-in-Charge until they stop doing so, which is exactly the same case of the military with Maduro. Hence, at this point in time, making plans that imply the Presidency-in-Charge of Juan Guaidó before or immediately after those regional elections, which will be held with or without the consent of the International Community, entails the risk of being left with the brush in the hand.

I said it before as a response in a chat forum where I was invited a week ago: Venezuelans are left without political representation (see in Spanish, Las Conferencias Ciudadanas: el próximo paso de la Sociedad Civil, in https://t.co/wKDIPIUC2u). Consequently, in view of this crisis of representativeness of an authority whose legitimacy does not depend on Venezuelans and the already lost legitimacy of the political leadership, we must make concerted efforts for a legitimate representativeness from civil society based on popular participation, regardless of what happens with the political leadership, which is desperately seeking to survive the tsunami of illegitimacy due to the lack of representation of Venezuelans, which is becoming more evident to the eyes of the world every day.

We must remember the ruling of the TSJL to ANCO's request to channel the activities of constitutional restoration: "...any way out of the crisis that is intended in the political scenario, must be done within the mechanisms of popular participation enshrined in Article 70 of the Constitution, and never behind the backs of the people, with the primary purpose of causing the immediate exit of everything that has generated the crisis that the country is going through". Este pronunciamiento dio origen a la Consulta Popular de Diciembre de 2020 y ahora a que la sociedad civil genere las acciones necesarias para hacer cumplir ese mandato del pueblo. Por eso formulamos el Pacto de Restablecimiento Constitucional y Democrático, en perfecta alineación con la Carta Democrática Interamericana de la OEA que indica “Article 6: It is the right and responsibility of all citizens to participate in decisions relating to their own development. This is also a necessary condition for the full and effective exercise of democracy. Promoting and fostering diverse forms of participation strengthens democracy” (see Inter American Democratic Charter, OAS, in http://www.oas.org/charter/docs/resolution1_en_p4.htm). As citizens we are responsibly exercising a right of participation recognized by the continent and clearly established in our current Constitution.

The Citizens' Conferences formulated in the Pact are the vehicle that will drive this participation of citizens and consequently their legitimate representation in all areas of national life. Hence, it is indispensable that we counterpose the participation of the citizens to prevent the Venezuelan people from being swindled again with illegitimate elections and much less a recall of authorities that are not such because they usurp the powers of the State. Sooner rather than later, the International Community will end up recognizing the rebellion of the Venezuelan people against the imposition of a political route and recognize that the only way out of this crisis is for the Venezuelan people to decide what to do with their own destiny, using the mechanisms established by the Constitution itself. We will continue in citizen rebellion over those who should defend our rights until we solve the crisis of representation in a legitimate and constitutional way.
