For quite some time now, I have been insisting through this website, accompanying the position of the Alianza Nacional Constituyente Originaria, ANCO, that the Venezuelan problem will not be solved in Venezuela, but in the scenarios of power of the great powers that rule the world, and at the center of which is the balance of interests that they have among all of them so that Maduro and his criminal gang leave power. Thus, everything that is done with a view to peacefully and constitutionally solve the serious political crisis that the country is going through must be exactly on the same page as the International Community and its position regarding the problem that Venezuelans are experiencing.
And so, if the so-called International Community insists on presidential elections with Maduro in power, as indeed the opposition political class, starting with the Government in Charge of Juan Guaidó and the G4 parties, is also clamoring, then there is a very high probability that "ceteris paribus" (a concept that in economics indicates, if the rest of the variables do not change) we will remain with the regime long beyond the year 2024.
So the main problem of Venezuelans, defined in this way, should come down to putting the International Community on the right page and convincing them that Venezuela CANNOT wait one more second, let alone an election three years away, without the country being reduced to ashes, without stopping the hemorrhage of the continued exodus and with a higher level of deinstitutionalization, if this is still possible.
Hence ANCO's reaction to the publication of the aforementioned document titled: "Readout of the High-Level Coordination Meeting on Venezuela" (see official U.S. publication in https://www.state.gov/readout-of-the-high-level-coordination-meeting-on-venezuela/) on February 15, 2022.
Indeed, in the face of this position of the International Community gathered from these 20 countries, ANCO publishes its communiqué of February 22, 2022 entitled: "Attending to the suffering of the people comes first" (see in Spanish ANCO’s Communiqué, 22-02-2022, at https://ancoficial.blogspot.com/2022/02/comunicado-anco-atender-el-sufrimiento.html), expressing the political and legal reasons according to which the country and the International Community gathered from those 20 countries must agree with us that the correct way to solve the institutional crisis of the country is through the call for an Original National Constituent Assembly and in no way through new elections for 2024.
And until we are speaking the same language with that International Community, the efforts we make in Venezuela to convene a Constituent Assembly process will be worth little if those who have the power to enforce the constitutional mandate of a people are thinking of a wrong solution that is detrimental to the country.
Those who have the official representation of the Venezuelan opposition in those international scenarios have not helped at all. At ANCO we have taken on this task by making the corresponding public and private statements before these important bodies, starting with the United States.
Internally in the country, the Venezuelan Catholic Church reaffirmed its pronouncement in favor of the Refoundation of the Nation in its Pastoral Exhortation "May your great love, Lord, accompany us, just as we expect from you" Ps. 33, 22, January 13, 2022, Nos. 14 and 15. (see in Spanish CEV, in https://conferenciaepiscopalvenezolana.com/downloads/exhortacion-pastoral-que-tu-gran-amor-senor-nos-acompane-tal-como-lo-esperamos-de-ti-sal-33-22). This pronouncement of the most recognized Institution by Venezuelans is in complete harmony with the call for the Original Constituent Power as a solution to the Venezuelan crisis, considering that a Refoundation of the Nation is the primary and natural objective of an Original Constituent National Assembly.
The official Venezuelan opposition, by insisting and keeping the International Community convinced on the same electoral framework that has not worked for the Venezuelan people in more than 23 years, taking into account that those processes are carried out under the supervision of the political bias of an electoral institution that only responds to the interests of those who illegitimately hold power in Venezuela, is doing serious damage and harm to the Nation. And why do they do so? Because they know that they would be the first ones to be re-founded and put at the service of the citizens, so here we are playing the survival of the country versus the survival of those who prefer theirs at the expense of the Venezuelan people, even if the regime remains in power doing harm to Venezuela.
Then we must address ourselves as Venezuelans grieving for our country, as indeed we have already done from ANCO, directly to the countries that will define the course of our political crisis and make them understand this situation. If we Venezuelans manage to make the International Community understand that there are constitutional mechanisms capable of turning the crisis around immediately in favor of the Venezuelan people, then we will be able to analyze in that context with them how to do it and how to apply the existing instruments, as well as the options to do so.
There is no point in applying the last constitutional mechanism available, which is the call for an Original Constituent Assembly if we do not have a way to enforce it. Some will tell me why then we applied the Popular Consultations if we did not have the means to enforce them. And I would answer them that the mandates arising from the Popular Consultations applied in 2017 and 2020 are still alive and in force, especially that of 2020, when the first question demanded the cessation of the usurpation of Nicolás Maduro Moros and the call for free, fair and verifiable elections. In other words, any presidential electoral event must first of all be held because Maduro is not in the illegitimate exercise of the Presidency of the Republic. Hence, the International Community could not support elections with Maduro in power as proposed by the official opposition in an illegitimate manner, disobeying the mandate of the Venezuelan people expressed in a binding Popular Consultation.
In view of the overwhelmingly positive result of the third question of the irrefutable popular mandate of the Popular Consultation of 2020 (99% of 6.4 million votes), all Venezuelans are obliged to "... take the necessary steps before the international community to activate the cooperation, accompaniment and assistance to rescue our democracy, address the humanitarian crisis and protect the people from crimes against humanity". And that is what we are doing from ANCO to achieve the necessary international accompaniment to enforce the result of a Constituent Assembly to be held under the protection and assistance of all countries that want the recovery of democracy, the rule of law and freedom in Venezuela.
Who knows if with the consequences of the final outcome of the war situation created by Russia in Ukraine, the best conditions are given to negotiate a deal with the owners of the international forces, to release Venezuela from the area of influence of that aggressor power, leaving a margin of negotiation to the West so that Maduro leaves power in Venezuela. And although this international political chess is extremely dynamic, conscious Venezuelans must make clear in advance which is the best path to follow to avoid the continuity of an institutionality that has been corrupted by the regime and that apparently is to the liking of those who intend to carry this tragedy until 2024. And that road is none other than the Refoundation of Venezuela. Let no one forget that...
