The Colombia factor

"The return of democracy to Venezuela is fundamental and any agreement that consolidates the dictatorship will be a continental tragedy that will only encourage exodus and misery". This is how the President of Colombia Iván Duque expressed himself in relation to the dialogue taking place in Mexico between the usurpation and the official opposition. And who is the main recipient of this exodus and misery? You guessed right: Colombia. That message from President Duque just two weeks ago highlighted the importance of the Venezuelan problem for Colombians, and that in my opinion advanced the intention to buy a ticket to participate as an interested actor in any initiative in the direction of solving the Venezuelan problem.

And it is not that Colombia has been politically absent from our problem - quite the contrary - but to the extent that the Venezuelan problem has been worsening, as shown by the first results of that negotiation which revealed that it was nothing more than an opportunity not wasted by the Maduro regime to bring the official opposition to its knees to recognize its illegitimate government, it becomes more evident that international actors directly affected by the Venezuelan crisis must have an increasingly active presence in its solution. The aforementioned statement by President Duque points in that direction.

But if with the aforementioned statement President Duque made clear the interest of Colombians in a prompt solution to the Venezuelan problem, his speech at the UN General Assembly made it evident: "The dialogues between the interim government of Venezuela that embodies the democratic resistance and the narco-dictatorship, although they give some hope, do not allow us to be naive because the only effective outcome of this meeting is the convocation as soon as possible of a free and transparent Presidential election with a thorough international observation. Any solution that perpetuates the dictatorial opprobrium and allows the regime to gain time will worsen the greatest humanitarian disaster our continent has ever known. The end of the dictatorship is the only viable path for the welfare of the Venezuelan people. It could well be said that President Duque spoke on behalf of the general feeling of the Venezuelan people at the UN General Assembly. However, the President of Colombia repeated what has been said countless times in the International Community and has been repeated as a goebbelian truth, a lie repeated a thousand times: that a free, transparent and internationally verifiable Presidential election is a solution to the Venezuelan problem. From here, I would like to make a mistake, not only to President Duque, but to all those factors that nationally and internationally believe that only by removing Maduro from power through this peaceful, electoral and constitutional method, we will solve the very serious political situation in Venezuela.

And we have repeated this a lot from this forum in the network and from within the National Original Constituent Alliance, ANCO: the Venezuelan institutionality is completely destroyed, and the deformed and distorted thing that currently exists must be replaced before attempting a new Presidential election. Each and every one of the Venezuelan Public Powers, not only the Executive Power, which is usurped by Maduro, and backed by a felon Military High Command, must be removed to begin the constitutional reestablishment of the Republic.

A free and transparent presidential election with a thorough international observation as indicated by President Duque cannot be held if we do not have a Supreme Court of Justice free of judges bought with drug money managed at their discretion by the regime of Nicolás Maduro Moros, just as a free, fair and verifiable election cannot be held without first having an Electoral Power previously purged, robust, transparent and free of fraud. The Ruling of the legitimate Supreme Court of Justice of June 13, 2018 declared "VOID AND INAPPLICABLE the use of the automated system of voting and scrutiny that currently exists in Venezuela for the election of the positions of popular representation of the public powers, as well as for the holding of referendums.... "; and likewise ordered "...the DEPURIFICATION AND UPDATING of the National Electoral Registry, having to make the due corrections on the identity of each Venezuelan citizen or foreigner qualified to vote, as well as the design and implementation of a fundamentally manual voting and scrutiny system..." These forecasts have not become a reality and have not even been discussed within the Venezuelan opposition negotiating in Mexico, nor are they fully known to the International Community. It is time to change this equation.

So, in order to get out of the serious problem we have in Venezuela, we must summon the source of all powers and legality, which is none other than the sovereign people. This is fully provided for in our constitutional order and is called the Original National Constituent Assembly. It is the delegates of the people from the four corners of the country who must be summoned and elected through a free and transparent process with the assistance of the International Community, to dispose of the Public Powers and order the holding of Presidential and Parliamentary elections for the purpose of reestablishing the constitutional order of the country. This would be the body called to remove those who illegitimately usurp the Public Powers and appoint a Transitional Government to organize such elections and take charge of the Executive Power until such elections are held. Any negotiation process proposed from abroad should aim at a Constituent election, NOT a Presidential election.

That would be the true route to return Venezuela to its legitimate course, reestablishing the constitutional order. Half-heartedly electing a President of the Republic without first solving the serious institutional problem the Republic is suffering from, would be the perfect recipe for a resounding failure, because it would not only constitute a political suicide vis-à-vis the regime, but would further aggravate the situation of Venezuelans because the rest of the corrupt powers of the regime would be in charge of making any initiative for the restoration of the Republic fail.

An immediate consequence of such a transcendental step, when remaking the institutional framework of the country, would be to thoroughly examine the relationship with our main neighbor, Colombia, and all that this implies in the path to recover our economic and political security. It will be necessary to address a serious and detailed discussion in an Original National Constituent Assembly of our political, economic, social and commercial relationship with Colombia, the re-launching of the bi-national trade destroyed by Hugo Chávez Frías when he ruined the Andean Community of Nations (CAN) in 2006 (see in Spanish The Venezuelan exit from the CAN and its repercussions on regional integration http://www.realinstitutoelcano.org/wps/portal/rielcano_es/contenido?WCM_GLOBAL_CONTEXT=/elcano/elcano_es/zonas_es/dt28-2006), where Colombia and Venezuela were taking the lion's share, as well as the normalization of the situation of our borders vis-à-vis the irregular groups that protect drug trafficking. All this and much more means that the delay in resolving the usurpation of the Maduro regime has now become a problem of our two countries.

The close relationship of brotherhood and closeness of our border States with the corresponding Departments in Colombia, is a fundamental asset that those of us who actively fight against tyranny for the welfare of both nations should take advantage of. We have too many things in common that both countries are losing when the political problem in Venezuela is not resolved, which makes democratic Colombia our main ally in the fight against the regime of Nicolás Maduro Moros.

And just as we have requested the presence of a qualified representation of Venezuelan civil society in any negotiation process arbitrated by the International Community, we believe that Colombia has a deserved place as much as we do, as mourners of the tyranny of Nicolás Maduro Moros. President Duque's statements in advocating for a solution in Venezuela is only the beginning for the factor that Colombia means to change the political equation in Venezuela.
