The crime of Tibisay

Months after Hugo Chávez Frías' terminal illness was declared public, I wrote, at the end of October 2011, a note that I certainly considered as a farewell to President Chávez (see in Spanish Presidente, muera en paz, in https://ticsddhh.blogspot.com/2011/10/presidente-muera-en-paz.html) and from which I rescue the following words for Tibisay Lucena, who now in her death we sadly remember in her position as President of the Electoral Power in the darkest hours of the Venezuelan people:

The Christian Faith teaches us that a person before he dies, if he truly repents, he will be forgiven. I believe that in the end he will repent. He did not travel from Havana straight to Cristo de La Grita for nothing. She knows what will happen and she expects it. And it is at this point where the President must reconcile with the Venezuelan society. And what does this mean? To open up and tell himself the truth. That he did not want the Venezuelan family to confront each other, that the class division he proposed was nothing more than an electoral gimmick to win votes, that in reality he did not want Venezuelans to divide and hate each other. That it was not his intention to promote and not to stop a criminal violence that took thousands of Venezuelans to their graves and that he genuinely regrets it. That he really tried to make the promises of 1998 come true but power, like a kind of drug, was such an attractive mirage that he forgot about it. All this must come from within, from the very soul of the person, from genuine repentance. No one can tell anyone how to unload or expiate guilt, much less in a final trance situation. That will only be of the President's intimacy.

Did Tibisay Lucena regret at the end of her life, on her deathbed due to terminal cancer, having openly and shamelessly impeded the will of the Venezuelan people to correct the mistake of electing Hugo Chávez Frías as President of the Republic in 1998? I do not believe so. It would be difficult for Tibisay Lucena to open up and tell herself the truth, as I wrote to Hugo Chávez in that note, in a last repentance before rendering an account to the Creator, because unlike Chávez, this unfortunate official was not a mistake made by Venezuelans. Venezuelans, in a monumental historical mistake, elected a coup plotter as President of the Republic, who had hidden intentions of putting an end to the known institutionality. On the contrary, this official, in full knowledge of the criminals who had come to power deceiving Venezuelans, used and sold her position criminally and in an evil way so that these already declared criminals would remain in power. Those who do that rarely ask for forgiveness.

The case of Chávez does not apply to any official whose position is not decided by the Venezuelans with their vote. The responsibility of an official of the level that Tibisay Lucena had is infinitely superior, as part and head of a Public Power that constitutionally must be independent in order to guarantee Venezuelans that their will really decides on the destiny of the country. That is the crime that Tibisay Lucena committed and continues to commit against Venezuelans after her death. May her name and actions not be forgotten, especially by those who in the future will be responsible for recovering freedom.

In effect, Lucena had in her power the authority to guarantee that the Venezuelan people would amend the historical mistake of Hugo Chávez and solve the problem of his nefarious successor and decided not to do so. Was it because of money? Was it because of power? Whatever it was, we may consider in this context that the sins committed by the so called "irreversible" Tibisay Lucena, and for which she will have to answer wherever she is, are by far much more serious than those committed by Hugo Chávez Frías and then by Nicolás Maduro Moros, not to mention those of her predecessor in the position of President of the CNE.

And why? Because she could have chosen to be honest and empathetic in the face of the suffering of millions of Venezuelans, which was already evident in 2006 when she was appointed for the first time as President of the Electoral Power, and act accordingly so that Venezuela could get back on track. But she sold her position to power to the detriment of the country. That is infinitely worse than a corrupt person who only wants money with his position.

Tibisay Lucena was the best guarantee of permanence in power for the regime of Hugo Chávez Frías and Nicolás Maduro Moros from April 30, 2006 until June 12, 2020. This delinquent had the responsibility of conducting the first opportunity in 2006 for Venezuela to recover the system of freedoms in the presidential elections of December of that year, then the following one in October 2012 and an additional one in April 2013 due to the death of Hugo Chávez Frías, in which the organization under her leadership consciously carried out fraud for the regime to remain in power. This last fraud was as crude as the audit mounted by Tibisay Lucena, almost 10 years ago today, to steal the next hope from Venezuelans (see in Spanish Las 12 mil cajas de Tiby, in https://ticsddhh.blogspot.com/2013/04/las-12-mil-cajas-de-tiby.html).

I have always wondered who is more criminal, a thief who is at least clear to himself and society about his condition, and runs the risk of being caught in a wrongdoing, or a public official who has an obligation to the country he serves, and who, cloaking himself in his position, does the same as the thief who acts at his own risk. The thief would in that case be more honest. But to rob a country of the opportunity to regain its freedom is a crime impossible to quantify, and therefore the penalty for that crime. I imagine that God in his infinite wisdom will know what penalty to give to this crime committed by Tibisay Lucena.

The bunch of criminals that assaulted Venezuela under the protection of Hugo Chávez Frías and Nicolás Maduro Moros, took the money of Venezuelans. The crime committed by Tibisay Lucena took our families abroad in a massive exodus, took away the hopes of reconstruction by preventing Venezuelans from expressing themselves through a free, transparent and authentic vote. Tibisay Lucena's crime prevented Venezuelans from removing by means of recall referendums the officials who are harming the nation. I would have preferred Tibisay Lucena to be just another corrupt official of this regime. What she did was more serious than taking the money, because in the long run we will be able to recover the money, but not the hopes of rebuilding a country. That is priceless.

But God is just. Tibisay Lucena now joins the long list of criminals of the regime, discharged by the Creator headed by her boss Hugo Chávez Frías, who have done incalculable damage to Venezuela. It is difficult that he repented of his incalculable crime when he died, because he continued to take advantage of the Venezuelan State until his last moment as Minister of the regime. What could he have wielded in his defense in his final judgment? Nothing. At least Hugo Chávez could have argued that he had good intentions at the beginning, as I pointed out at the beginning. Let the officials who, like her, have given continuity to this regime, keeping Venezuelans in a hell, see themselves in Tibisay Lucena's mirror, because it will be there where they will surely end up stopping in one a thousand times worse because, God willing, they will not have time to spend what they have taken from us, especially if it is not money... And like her, they will never rest in peace. Amen…
