The false premises of the International Community

Perhaps the most accurate indicator of why what is happening in Venezuela is what the U.S. Department of State has just published in its "Readout of the High-Level Coordination Meeting on Venezuela" (see official U.S. publication in https://www.state.gov/readout-of-the-high-level-coordination-meeting-on-venezuela/) on February 15, 2022. Never before have I read something more wrong and product of years of opposition disinformation about Venezuela than this document that summarizes what is NOT HAPPENING in this country, and shows the mountain of garbage that we have to take out of the eyes of those countries that met with the best intentions to "help us" to get out of the regime of Nicolás Maduro Moros.


Those countries that gathered there (Australia, Brazil, Canada, Chile, Colombia, Costa Rica, Dominican Republic, Ecuador, France, Germany, Italy, Japan, New Zealand, Panama, Paraguay, Portugal, Spain, Sweden, the United Kingdom, the Dominican Republic and the European Union, in addition to the US that drafted the communiqué), are what we have insistently called "International Community", that is, those who supposedly know what is going on in Venezuela. If that is what they know, then what is left is to set this country on fire on all four sides so that they will understand what is really going on here.


First, let's put the situation in context. If the 19 countries, together with the U.S. by stating ... their commitment to a Venezuelan-led negotiated solution to restore democracy in Venezuela. The participants welcomed the EU Election Observation Mission’s work and the importance of the comprehensive and incremental dialogue and negotiation framework launched on August 13, 2021, in Mexico City, as important steps to shape a common understanding of conditions needed to foster credible, inclusive, and transparent legislative and presidential elections – the latter at the latest in 2024 – and to confirm their support for an inclusive, diverse, and unified democratic opposition in Venezuela., are telling us for starters that they ignored the mandate of the July 2017 and December 2020 Popular Consultations right off the bat...Or no one officially informed them, which is just as bad because they simply looked the other way.


They are also telling us at the same time something completely unacceptable for the Venezuelan people: that for the International Community, invalid elections in 2024 (because Maduro continues and will continue to be illegitimate that year) are completely valid, not only ignoring the current suffering of the Venezuelan people, but also putting in black and white the support to the political aspirations of a rotten leadership that has been rejected by the Venezuelan people. With friends like this we prefer to remain alone, as we have been in practice during all these years.


Ustedes dirán que sin esa Comunidad Internacional no se tendría el respaldo de Juan Guaidó como Presidente Encargado. Y allí es donde reside lamentablemente el problema. Si esa Comunidad de países acogió con el beneplácito que indican la labor de la Misión de Observación Electoral de la UE, no podrían NUNCA aceptar ninguna disposición que ponga a Maduro a contar ni un voto en Venezuela y menos aún a negociar con su régimen en México, ni en ningún otro lugar, cualquier otro proceso electoral.


At this moment Venezuela is part of a geopolitical chess game of many powerful nations that negotiate their destiny in front of a starving people. I am not fooled by this horrendous reality. But from there to taking us for assholes is another thing altogether. The Venezuelan people do not deserve that, and even less so after having put their blood in the streets heeding the call of an irresponsible leadership that is now negotiating to reach 2024 to illegally "measure themselves electorally" with a tyrant, and pretends to make us swallow that the International Community agrees with such barbarity, handling the information that politically suits their interests.


Each of the countries mentioned therein have their diplomatic representations in Venezuela, and those that do not have them are perfectly aware of what is going on in the country through their own or borrowed intelligence services. And those that do not have them are perfectly aware of what is happening in the country through their own or borrowed intelligence services. What is the reason for a communiqué of that nature? Why is it intended internationally in a presidential and parliamentary election with a regime that has insisted that its 2018 presidential and 2020 parliamentary elections were legitimate and demands their recognition at any cost? What is behind that? It cannot be just the permanent deception of an opposition that does not represent us, there must be something else.


And I can only think of the interests of each of these countries, starting with those who continue to sponsor this dialogue in Mexico that has absolutely no benefit for Venezuelans. It is not possible to insist on "free and fair presidential elections", as well as the rest of the requests in that document (“... the immediate and unconditional release of all those arbitrarily detained; the independence of the judiciary; the right of political parties and individuals to participate in the political process with no restraints; the independence of electoral authorities; equality and inclusivity to ensure, among other things, full and equal participation of women in social, economic, and political life; the right to freedom of expression, including for members of the media; and an end to human rights violations as among the most fundamental conditions necessary for democratic institutions to flourish in Venezuela) without first removing the regime from power. And that is well known to those 20 countries that have fought battles against dictatorships in the past. Should we remind them of that simple rule?


The International Community, by pointing out the importance of urgently resuming inclusive negotiations in Mexico in good faith, in the spirit of the Memorandum of Understanding signed in Mexico City, the fact that the opposition self-definition, according to which there is no Government in Charge but a "Unitary Platform of Venezuela" that is not defined anywhere and whose representation is not supported, is a serious and fundamental conceptual error that may be considered as the "original sin" of such negotiation. The implicit recognition to the "Government of the Bolivarian Republic of Venezuela" established in that invalid Memorandum of Understanding, cannot in any way be the framework of any process that will come to nothing with the regime of Nicolás Maduro Moros.


By making the International Community“... the need for agreement on an independent and impartial electoral body, with ultimate authority over the electoral process, and for an independent and impartial justice system, acting solely as a guarantor of political liberties, as crucial conditions for a free and fair electoral process by 2024, recognize once again that this tragic farce will arrive with their help to 2024, regardless of the fact that Maduro is still in power, negotiating the crumbs of a viable CNE and TSJ for that election. Nothing could be further from the reality of the country. Is this the International Community that will help us to get out of this serious problem? Definitely NO.



As the owners of the sanctions the countries “... reiterated their willingness to review sanctions policies based on meaningful progress in the framework of these Venezuela-led negotiations.”. Again, to the countries of the International Community that met, if the instrument of dialogue (the initial Memorandum of Understanding) is flawed from the very first moment of the definition of the participants, anything that comes later as a consequence will be equally flawed. Neither the opposition that met in Mexico is complete due to the overwhelming absence of an important sector of the country such as its civil society not represented there by the politicians of the MUD, nor the negotiating condition of the Government in Charge is present. Conclusion: they are making aid decisions of fundamental importance for Venezuelans based on false premises.


If Juan Guaidó-MUD-G4 insist on the path of negotiating with Maduro anywhere, "to achieve elections", he will have to be present in that pseudo-negotiation in his condition of constitutionally acting President. But since that path ceased to exist from the very moment the roles of the Memorandum of Understanding were defined upon recognition of the regime, they will have to step aside. From now on, Venezuelans, without any intermediation whatsoever, will have to explain to the world what we will do to solve our problem. The U.S. and its State Department already know what the immediate convocation of an Original National Constituent Assembly for Venezuela means and the implications it has for the country. Let's hope they do the right thing and explain it to the rest of the 19 countries of the International Community that met on this occasion. It is time to start doing the right things in favor of Venezuelans...
