Venezuela, a country of unique solutions

Perhaps the only opportunity where Venezuelans all agreed on something was on April 11, 2002, when the slogan "Chávez vete ya" united the whole world in a single strong idea. And it did so with such power that more than a million people took to the streets of Caracas to demand his departure, to the point that even though it was only for a few hours, it dislodged the tyrant from power. And all his acolytes and henchmen showed their true face to the world. That day they killed people and when they were evicted from power they cowardly hid like persecuted criminals. And when their boss returned to reinstall them in power, since that moment Venezuela has been the victim of their criminal vengeance.

That was the first time we came up with a unique solution to the problem that the regime meant. That is, to take to the streets until they left. In vain Venezuela shed the blood of hundreds of young people -and others not so young- in the streets, under the same slogan that indicated that if we did not all go out as we did on April 11, 2002, we would never get him out of power. Repeated attempts to do the same spilled even more blood.

Upon his return, Chávez realized that the Armed Forces we all knew had to be destroyed to avoid a repetition of another 9/11, deepening their dismantling into politicized militias under the control of his main foreign partners, and the rest is history. Any attempt to use that same solution -people in the streets- would end in a bloodbath, as has already happened. A regime whose only slogan is to eternalize itself in power, does not stop at the least in the lives of those who oppose it.

Faced with this apparent dead end, the opposition decided to surrender and play second fiddle in this theater of the absurd, following the electoral game of the regime, knowing that it would never have a chance of gaining access to power. They would be given money and small positions in some mayorships and governorships, in elections controlled by those who count the votes, placed by the tyranny, to give a wrong democratic perception before the International Community. And from there came the following unique solution: elections with the regime.

It is imperative to point out that this last "solution" of the opposition is not a solution at all. It is a way of tolerating what is intolerable for those of us who still hold some moral, ethical and democratic value. However, this solution seems digestible to those who today lead the ill-named democratic opposition, and convince of its viability those in the International Community who are horrified by what is happening in Venezuela, and who against all odds, have accepted that this solution ends up being the least bad of the solutions to our tragedy, when it turns out to be the opposite for those of us who live here.

The ability, the experience, the resources, the media, the communication strategy, and everything that the official opposition parties have, have been invested to convince the common Venezuelan of this solution, which will finally lead the PSUV and the ruling party to remain in power, but this time in a legitimate way.

And the country, because of its tiredness and obstinacy, will do anything they sell it, as long as the nightmare ends or diminishes, even if it is a lie. We want to believe the lies of the opposition because we do not see ANOTHER unique solution on the way, beyond what these traitors present to us. And that is what the parties that call to "look for" a unique candidate to "confront" the regime's candidate are counting on, with the distant hope that this electoral solution will work. The common Venezuelan desperately wants to believe in that. But reality is stubborn and it will not work....

It seems that we are condemned to the fact that if we do not apply a single solution, there is no way out of the criminals who usurp power. Even we ourselves at ANCO may have fallen into the one-solution syndrome. Many still have the mistaken perception that a Constituent Assembly is another one-size-fits-all solution, with which one may or may not agree. And it is not. The call for a Constituent process is only the beginning of a solution, it is NOT THE SOLUTION. It is putting the train that was deliberately derailed back on the track. Putting it back on track is everyone's task.

To summon Venezuelans to a meeting of all currents, and to elect - not a President coming from a party, but the representatives of that people, victims of all the atrocities committed, from all corners of the country, to deliberate what to do with what some criminals have destroyed, is only the beginning of the titanic task of starting over in a UNIFIED and reconciled way. The Church has called it Refoundation and we have gone along with that concept. If anyone agrees with this idea, let them present their way to materialize it. ANCO has done it and has exposed it to the country.

So the solution would not be a Constituent Assembly, but the way to achieve it. In that Constituent Assembly, ANCO would propose a project to re-found Venezuela on different bases, as we suppose that others will do as well, and that among that true representation of the people, they would decide what to do. That is precisely the idea! Let the LEGITIMATE representatives of the people convene and deliberate on what to do and decide. Let the people decide! That is very different from anyone coming to decide for us, product of an election with the regime, and going over the political representation that the people themselves decide.

Needless to say that we have proposed to Venezuela and to the International Community that this constituent election be arbitrated by countries friendly to Venezuela interested in a peaceful, electoral and constitutional solution. And that is precisely what a Constituent Assembly is! But this return to the rail by the owner of the sovereignty, has not been and is not of the convenience of those who promote elections, since their desire is not our welfare but theirs.

However, it seems that the cards have been dealt. Venezuela is heading once again to an invalid election, like so many others we have had, and of which we already know the outcome. It seems that we are trying to stop the Titanic one kilometer away from the ice block that will destroy it. There is an inertia in this that is impossible to avoid. In that case there are only two things we can do: brace for the crash and organize for lifeboats, or sit and listen to the brass band waiting for the blow that will sink the ship. In both cases there will be damage and death, but a difference in the number of lives.

Venezuela does not have and will not have a single solution. It is simply impossible. For cultural reasons, Venezuelans are fascinated by the fact that someone comes up with a unique solution that everyone understands. And we are immediatists in that. That is why it is a rule for us that the solution, in addition to being successful, must also be immediate. That is, "I want it now". That is why we liked the 11-A solution so much, because in only one day we "finished" with Chávez. But it was not a true solution because it was not sustainable. The people effectively removed Chávez by mobilizing the Armed Forces as a result of the regime's crime, but the rest that was required to make that very important step of the citizens definitive, was the improvisation, mediocrity and anarchy of those who later arrived at Miraflores to lead that popular victory, which allowed the tyrant to retake his position.

Venezuela's solution has a complex number of variables. This is demonstrated by a detailed analysis of the Venezuelan situation carried out by R. Evan Ellis(1) in 2004 based on the System Dynamics methodology, where he highlights all the variables involved in the socio-political destabilization led by Hugo Chávez, and the complexity of their interactions (see R Evan Ellis, The Sociopolitical Destabilization of Venezuela: A system dynamics perspective on the interaction of elite rhetoric, sociopolitical structure, and mass mobilization. Conference proceedings of the 22nd International Conference of the System Dynamics Society. Oxford, England. July 25-29, 2004), in  https://proceedings.systemdynamics.org/2004/SDS_2004/PAPERS/145ELLIS.pdf,).

The solution will not be unique but a combination of all the above, with the variables of the Ellis study and many others, but with a special emphasis on the protagonism of the Venezuelan people. Any solution with political stability for Venezuela will involve the participation of the citizens in the final destiny of the country. The Constituent Assembly is the basic reflection of this fundamental constitutional principle. Ignoring it is the mistake that the political elites are making by disregarding the people and using them in the decision making process, as happened on 11-A. Let us not make the same mistake again....
