Constituent Negotiation, the last alternative

On August 13, 2022, the official opposition's recognition of Nicolás Maduro Moros, with the signing of the Memorandum of Understanding in Mexico by Jorge Rodríguez, representing the "Government of the Bolivarian Republic of Venezuela", Gerardo Blyde, representing the Unitary Platform of Venezuela and Dag Nylander, representing the Kingdom of Norway (see Memorandum of Understanding, at https://dqtjif.bitlydns.net/2021/08/13/memorando-del-acuerdo-de-entendimiento-entre-la-oposicion-y-el-chavismo-documento/).

After one year, that is the ONLY thing that Venezuelans have obtained from that invalid agreement, since the main signatories of that document, except for the Norwegian representative, did NOT represent those they claimed to represent. On the one hand, Jorge Rodriguez, representing the Maduro regime could not represent Venezuelans due to his condition of usurper, and, on the other hand, the official opposition, under the pseudonym of "Unitary Platform of Venezuela", did not formally represent either the Government in Charge or the National Assembly of 2015, since there is no public document of the interim or Agreement of the National Assembly of 2015 to prove it.

And why do you think that there is no such documentation or accreditation to be presented in an international negotiation that intends to reach agreements of such transcendence that will affect all Venezuelans, with the regime of Nicolás Maduro Moros? Because the regime did NOT ACCEPT any dialogue to be initiated that would call into question its supposed condition of legitimate government. AND THAT WAS ACCEPTED BY THOSE WHO CLAIM TO REPRESENT US.

A year ago, Gerardo Blyde, representing the Venezuelan opposition, erased thousands of street protests, hundreds of deaths, persecutions, tortures, murders and forced disappearances, imprisonment in dungeons and exodus of Venezuelans who do not recognize the regime of Nicolás Maduro Moros as a legitimate government. Nothing has been obtained from that signature, not even the release of a political prisoner!

It is also a birthday -4 years exactly- this very week, on August 21, the "AGREEMENT TO RATIFY THE DECISION OF THE NATIONAL ASSEMBLY TO DECLARE THE ABANDONMENT OF THE OFFICE OF NICOLÁS MADURO MOROS, AND ON HIS CRIMINAL RESPONSIBILITY FOR ACTS OF CORRUPTION LINKED TO THE ODEBRECHT COMPANY", approved on August 21, 2018, according to which the National Assembly of 2015 ratified that ".... through an agreement dated January 7, 2017, the National Assembly declared the abandonment of the office of citizen Nicolás Maduro Moros as President of the Republic, which produced the absolute lack of said office, and manifest political support of this Parliament to the announced decision subscribed by the magistrates of the Supreme Court of Justice, appointed and sworn in by this National Assembly, of last August 15, 2018" (highlighted ours) (see Agreement of August 21, 2018, at  https://tinyurl.com/mse4jrm7).  

From this Agreement, it is inferred that it would be wrong for that same National Assembly to appoint representatives to negotiate anything with the regime of the usurper of Miraflores. How is it understood then that this charade of Mexico continues to be maintained? It follows from there that the political representatives of the G4 assumed a representation of the Venezuelans that they could only have acting as deputies elected by the people in 2015, to appoint Gerardo Blyde and the rest of those who accompanied him, to negotiate with the regime behind the backs of the Venezuelans, without being qualified for that, so ANYTHING THEY DECIDE THERE, IS VOID, INVALID AND INAPPLICABLE in Venezuela. The International Community should know that.

Thus, all this national and international discussion that has been set up around this dialogue in Mexico, whether the regime will go or not, whether we will go "if they give us the plane" or "if they give us Alex Saab", or if the opposition affirms that soon we will have "elections with conditions", is nothing more than a catalyst for elections in 2024 that the regime will hold, regardless of what anyone says, serving only as a 21st century circus for the distraction of assholes.

I have maintained -and I still maintain- that the only thing that can be negotiated with the regime of Nicolás Maduro Moros and the rest of the criminals who illegitimately exercise power in Venezuela are the terms of their exit from the government. That is what the opposition should have considered from the outset when faced with the possibility of establishing a negotiating approach, as requested by the international community.

In my perspective, expressed since the very day after the subscription of that Memorandum of Understanding, the regime achieved only with that signature, the disappearance of the Presidency in Charge of Juan Guaidó Márquez (see A different negotiation route, in https://ticsddhh.blogspot.com/p/a-different-negotiation-route.html), and consequently, it got what it wanted that day since a year ago, so it does not need to negotiate anything more from then on, to impose its conditions in any election it may or may not decide to hold, with or without the official opposition, which was dragging itself to "negotiate" with them, and which unfortunately still holds the opposition representation before the International Community.

In view of the imminence of the signing of that Memorandum of Understanding that ended up being signed on August 13, 2021, on August 8 of that year, the Alianza Nacional Constituyente Originaria, ANCO, proposed to the country and to the International Community, a different Route to REFUND THE NATION, which implied a Constituent negotiation, WITHOUT THE RECOGNITION OF MADURO AND HIS REGIME, in terms completely different from the delivery that the official opposition ended up making, by signing the Memorandum of Understanding in Mexico (see in Spanish ANCO reaffirms and proposes to the country and the International Community a Route to REFOUND THE NATION, at https://ancoficial.blogspot.com/2021/08/anco-reaffirms-and-proposes-to-the-country-and-the-la.html).   

From that moment on, we have insisted on the Constituent negotiation, which is now proposed as the last peaceful alternative of the 4 final articles of the Constitution, after reaching after one year the predictable deadlock of exhaustion, of a negotiation that died at birth. To consider negotiating a Constituent Assembly with the regime of Nicolás Maduro Moros, in the terms described in our proposal, is the only negotiable thing that can establish his peaceful exit from power: let the Venezuelan people be the ones to decide.
