Elections versus Constituent Assembly, a transcendental decision

Some time ago, I made some considerations regarding the positioning that ANCO should undertake, in the framework of a meeting with the Regional Coordination of the Alliance in the eastern part of the country. Usually, I publish the interventions I make, not only to keep a record of the evolution of the political process we are living and that changes every day. However, on that occasion I considered it more important to maintain this strategy within the organization because I believed at that time that it would be more important to our objectives to maintain within ANCO a differentiating position against the so-called official opposition, directed to the national public opinion.

Today I believe that this differentiation strategy should no longer be only of ANCO but of all those who believe, as we do, that going to an electoral process with the regime in 2024, or whenever the regime decides, is a collective suicide that is being increasingly accepted by uninformed Venezuelans who still believe in the overwhelming communicational campaign of the parties.

After the consultation of December 2020, promoted and driven by ANCO, there has been NO authentic pronouncement of the Venezuelan people, other than those made by the electoral services of the regime of Nicolás Maduro Moros. From the foregoing, it follows that the only and most recent valid pronouncement of the Venezuelan people at present, regarding the political problem we are facing, is the POPULAR CONSULTATION, held from December 7 to 12, 2020.

Therefore, the Popular Consultation of 2020 and the mandate that resulted from it, constitutes the only and last institutionality still standing in the country, even beyond the one that sustains the Government in Charge of Juan Guaidó, which, although constitutional, is not validated by the popular sovereignty.

Where do we stand then? After the political decisions taken by the International Community, expressed in the Joint Declaration of the United States, the European Union and Canada of June 25, 2021, according to which, “The peaceful solution to that deep political, social, and economic crisis has to come from the Venezuelan people themselves through Venezuelan-led, comprehensive negotiations with participation from all stakeholders. A time-bound and comprehensive negotiation process should restore the country’s institutions and allow for all Venezuelans to express themselves politically through credible, inclusive and transparent local, parliamentary, and presidential elections” (see U.S.-EU-Canada: Joint Statement on Venezuela, in https://www.state.gov/u-s-eu-canada-joint-statement-on-venezuela/) (emphasis added), it follows that these countries, together with the opposition political leadership, HAVE ALREADY DECIDED FOR THE VENEZOLANS, that "credible, inclusive and transparent local, parliamentary and presidential elections" with Nicolás Maduro Moros illegitimately exercising power in Venezuela, would make possible "the reestablishment of the country's institutions". We regret to disagree with that conclusion. That is like betting all our money in a casino that has been proven to be cheating and illegal and expecting to win, without first making sure that those who run it are out of business and in jail.

That is why the parties and the political sector in general, have turned to a process of primaries with a view to elections in 2024, without stopping at the illegitimate and authoritarian nature of the regime, which makes it completely impossible to guarantee that these elections will actually take place, or be postponed indefinitely. Or, on the contrary, they are advanced in favor of the regime as it happened in 2018.

ANCO's position before the International Community has been that the mandates expressed by the Venezuelan people in two binding Popular Consultations be respected and materialized, and unfortunately the whole world has preferred to support an electoral process without guarantees, while the regime cares little about negotiating electoral conditions because they already got what they were looking for in that dialogue in Mexico: the recognition of the political opposition, expressed in the signing of the Memorandum of Understanding on August 13, 2021 (see Constituent Negotiation, the last alternative, in https://ticsddhh.blogspot.com/p/constituent-negotiation-last-alternative.html).

Consequently, what should Venezuelans do in the face of this reality? GENERATE FROM WITHIN the sufficient political drive to POLARIZE the Venezuelan public opinion to confront the decision made by the official opposition in cohabitation with the regime, to go to the slaughterhouse of an election with Nicolás Maduro Moros in power, versus ACTIVATING A CONSTITUTIONAL PROCESS OF AN ORIGINAL CHARACTER.

What should be the role of the citizens who accompany ANCO in this proposal throughout the country? To generate this opinion matrix, based on 3 fundamental lines of action, which I would like to share with everyone:

1.- Clearly explain and disseminate ANCO's proposal to the country. That is, to debate the fundamental project of changes to be discussed in a National Constituent Assembly: The Great Change (see in Spanish The Great Change, A Proposal for the Refoundation of Venezuela, in https://tinyurl.com/5n6enjrr). This project proposes profound changes in the distribution and scope of each power in Venezuela, including the Executive Branch and how to bring power closer to the citizen;

2.- To explain and disseminate in Venezuela that the citizens of each State are the protagonists of these proposed changes. Hence, its citizens, especially those who represent ANCO, should extract from this proposal their own version of the Great Change in their State, as well as the advantages and structural changes to development that would result from the application of the proposed constitutional changes, proposing and convincing the citizens of each State of a NEW DEVELOPMENT MODEL based on the proposed Great Constitutional Change, both Federal and State;

3.- To explain and disseminate throughout Venezuela that only the Constituent Assembly gathered in an Original National Constituent Assembly can solve the serious national and international problem caused by the regime, deciding in its bosom, immediately after being installed, the fate of the illegitimate government of Nicolás Maduro Moros, appointing a Transitional Government until the approval of a new Constitution, and the subsequent election, with all guarantees, of all the Public Powers, prior technical re-engineering of the Electoral Power. All this process, in a single expression, is what ANCO calls REFOUNDATION OF THE NATION.

And that is in black and white, in a few lines, ANCO's proposal to Venezuelans. It is not that we do not believe in elections. The seriousness of the institutional destruction of the country REQUIRES the intervention of all Venezuelans, and goes far beyond "electing" a new leader of a destroyed country. Every Venezuelan feels this intuitively, and that is why he/she rejects a new electoral process, as all polls suggest. The politicians' proposal cannot be to sell us "someone" to "fix Venezuela" after the elections, and much less to convince the International Community of that. That must be done by all of us and in the meantime we must make sure that the conditions for a new destruction in the future are not created. That is what we are proposing.

The Constituent Assembly is by no means the final solution to our problems. It will be the agreement among all of us of the rules and procedures to lay solid foundations so that what we build from above will be lasting. Each State will have to rebuild itself according to its own development model and its own potentialities; and among all the States, establish a Federal coexistence Pact. This Pact will be what will be written in this new Constitution, based on a Project that we will discuss among all of us.

From this it follows that whatever happens in Venezuela must be decided by Venezuelans, not by politicians or the International Community. The decision to accompany the official opposition to a new election with the regime, or to stand up and demand to the world that we are the ones who will decide our destiny through the Constituent mechanism that exists in our Constitution, will be a transcendental decision that will seal our destiny. From ANCO we will continue insisting and working so that the people themselves decide the future of Venezuela through their legitimate Constituent representation.
