The first class of my career in Computer Science at the UCV School of Science, almost 50 years ago, dealt with the concept of variables and algorithms. When the professor put on the board the formulation a=a+1, everybody jumped out of their seats and shouted to the sky! How was it that the same "variable" with a unit added to it would give the same thing? And I, who prided myself on being quite good at algebra, found the opening proposition shocking. That was my first encounter with a concept that can take anyone by surprise.
This proposal was not "linear" as we had all learned in high school, but it involved something that was not manifested there in an explicit way: time. If "a" was worth 2 in the first time, after applying the above-mentioned proposition, it would be worth 3 in the second time. That was the way of writing that things changed, that they were not static, and that "a" was a kind of vessel that moved in time according to what we wanted. That if the container (the variable in this case) had a value in one moment, in the next it would have another one according to what we programmed. That's how I learned for the first time that content and container were two different things.
It seems simple but it is not. Venezuelans still confuse the content (Juan Guaidó) with the recipient (the Presidency in Charge), and the name given to the recipient, that is, the "variable". Many speak of the term "variable" without knowing what it is and what its importance is. Scholars of numbers may perhaps know what it is about but not ordinary people. Hence, they still believe that defending the content is the same as defending the variable. And it is not so...
Now, after knowing the concept, answer: What was it that most nations unreservedly supported, starting with the U.S.? Juan Guaidó Marquez or the Presidency-in-Charge? I feel that I hear you answer correctly: The Presidency-in-Charge! And why? Because that variable, arising from our constitutional institutionality, was placed right in front of the incredibly large gap of a constitutional absence of the President-Elect by the time of his inauguration in January 2019, the date on which, by mandate of Article 233, the President of the National Assembly, at that time Juan Guaidó Márquez, was to take charge of the Presidency of the Republic. Then, Juan Guaidó Márquez became the content of the country's main variable, the Presidency of the Republic.
Since Venezuela is a country that does not move by institutions but by the people who administer them, it has been very difficult to separate the main variable from its content. And that is the reason why Venezuelans confuse chicha with lemonade in this matter so vital for the survival of the hope to remove the tyrant from power. We have mixed but not melted with the contents of the container to perform a audacious operation, as mentioned by the US State Department itself. That's what I've called "together but not scrambled. There's a big difference in that.
There has been no way to adequately explain to the country that ANCO did not support Juan Guaidó Márquez to hold a Popular Consultation after presenting that proposal on September 4, 2020, but to the Presidency in Charge of the country because that is the BEST institution that has served to combat the regime that we have had for more than 20 years. That we cannot leave that institution alone, the main variable of our political legitimacy, because we will lose the Republic, and that we are doing the country serious harm if by attacking the content we break the container.
After the unrestricted support of the US, made official by the communiqué of Global Public Affairs, of the US Department of State, signed by Secretary of State Mike Pompeo stating “The Consulta Popular was an audacious democratic project, coordinating a transparent vote, both in person and virtually. Despite all the challenges of life in Venezuela — gas shortages, electricity outages, and regime harassment such as blocked and deleted websites, violent intimidation, repression, and persecution — it was an unprecedented achievement. ” (see press release from the USA, in https://translations.state.gov/2020/12/16/the-united-states-supports-the-voices-of-the-venezuelan-people/), is our conviction that we were always on the right track in proposing this route for Venezuela to the Presidency-in-Charge; and she in having made the right decision to support it, even with all the problems that arose in its realization.
Some analysts and political leaders who have denigrated or minimized in a petty way this indisputable achievement of the Venezuelan people, comparing it to the "results" presented by the regime in its 6D-2020 fraud, must remember -and some of them read for the first time- the famous inaugural speech of the thirty-fifth President of the United States, John F Kennedy on January 20, 1961: “And so, my fellow Americans: ask not what your country can do for you, ask what you can do for your country…”
” (see JFK's inaugural address, in https://www.ourdocuments.gov/doc.php?flash=true&doc=91&page=transcript). And I say this because of the many questions and interpellations about what we will do after the democratic journey from December 7 to 12, 2020, pointing to all of us who played a leading role in making that achievement materialize as the only ones responsible for the next steps to be taken.
We at ANCO will do something with that result and soon we will inform you in your appropriate time, as well as inform you of our proposal for a Popular Consultation. But the most important thing is that now all Venezuelans have a concrete, clear and constitutional MANDATE that before we did not have beyond the duty indicated by the Constitution in Article 333.
No one can deny that now we Venezuelan democrats are one step closer to achieving the liberation of Venezuela than the day before the Popular Consultation. But it will be of no use if everyone expects "someone to do something" forgetting their own responsibility, and denigrating this achievement because it was supported by the content of the country's main variable.
Juan Guaidó Márquez will continue to be the responsible and legitimate President of Venezuela because that is what the institutions decided with a Constitution voted in 1999. That is what the whole world supported, not the Vargas State Representative Juan Guaidó Márquez!
As much as I dislike that Constitution and I work for its change as soon as possible because of the many defects it has, it is to her that we owe the fact that we have this main variable in front of the regime, and we must use it in favor of its displacement immediately. Breaking up that institutionality is a suicidal act that we must all reject, without meaning that we agree with what the content of the main variable has done up to now, which by the way will be modified in a later time by the same definition implicit in the concept of variable, at the moment that we achieve the objective for which we first convoked a Popular Consultation of the Sovereign People of Venezuela
