At this point in the country's problem,
Venezuelans are beginning to ask politicians for a solution to their serious
problems. No matter that Guaidó has gone more than a year and a half without
solving the mantra, everyone in their desperation is asking the opposition for
an immediate solution to the serious political and economic crisis. And as the
days go by for an obviously fraudulent parliamentary election, the official
opposition politicians want to do the job they should have done in a year and a
half, in three months. Hence, they are asking for help from those they never
called on to help, to provide support in a highly complex task in a very short
time. And the reactions were not long in coming: they jumped on the
President-in-Charge.
Not counting the "unitary"
apparatus that was manufactured in February 2019 with the Agreement for the
Transition, a sort of straitjacket that hardly allows Guaidó to move like a
real acting President of the Republic with his full powers, replacing him with
a 4-party collegiate melcocha, the President in charge finds that now the
necessary political support is lacking for his "new route" to start,
precisely because what was invented in February did not work.
On the one hand, it requires the support of a
radical opposition that was never heard of in the National Assembly (Fraction
16J) as well as of more than half the country that does not believe in anything
it says now because part of the main leadership of that "unity" of
the Encargado Government has proven links with the regime (AD and UNT). How
does the President in Charge rescue the necessary credibility for his "new
route"?
On the one hand there is a group that shouts
that Venezuela already needs an international military intervention (we will
not go into a discussion on whether this is possible or not), and on the other
hand an International Community that is not convinced of doing so, insisting on
a constitutional, peaceful and electoral solution. Both solutions seem not to
be immediate since both routes pass through the only one who has sufficient
international support to promote a solution: Juan Guaidó Márquez.
Although it may hurt all those who press for
a solution, whatever it may be, in order for it to be possible, they have to go
through convincing - until now - the Government in Charge presided over by Juan
Guaidó Márquez. Period. In other words, those who want a multinational military
intervention must convince the government in charge of that FIRST before going
out to convince any country outside. No national political leader who proposes
that will be heard outside if it is not first proposed by the
President-in-Charge and his legitimately recognized government. Is that so difficult to understand?
There are some who do not swallow this truth
and are desperately looking for different nooks and crannies of international
representation with a view to making a "bypass" to this reality that
the International Community has already resolved by recognizing Juan Guaidó
Márquez as President-in-Charge. Good luck with that, but that won't solve the
problem immediately for Venezuelans. It seems that if we want to get out of
Maduro as soon as possible, we will have to agree with the Government in
Charge, as unpleasant as that may seem, so that there can be a solution that
can be applied and everyone supports it so that it becomes a reality. As for
the rest, playing divisionism for the "take off you to put on me" to
lead the opposition, is at this point a crime against humanity.
However, there is an opposition that would
rather blow up Guaidó than get out of Maduro. I guess they will think that a
final opposition solution that includes the 4 parties for which most
Venezuelans voted on 6D-2015 is impossible. I can hardly qualify that because
that remedy is worse than the disease, besides being criminal. I would ask them
to wait for a free election and to convince Venezuelans to vote for them.
The sum of all of this is preventing the
government in charge from reaching an agreement with the rest of the
opposition. Will it be possible to ask everyone for an exercise in tolerance,
even for a few months?
The solution that the President-in-Charge is
showing in his "new route" presumes to call the people to a great
Popular Consultation. As Venezuelans know, ANCO has been asking the official
opposition for many years for the convocation of the Popular Sovereignty so
that we Venezuelans may decide the destiny of Venezuela. Let it not be the
politicians but us who resolve this crisis. This is not populist rhetoric. We
have explained it in repeated communiqués since Maduro illegally called for a
Constituent Assembly on May 1st, 2017. However,
apparently the government in charge echoed this solution.
However, I am not fooled by the reasons they
may have had to reach that conclusion, which point to renewing the mandate of
the legitimate National Assembly of Juan Guaidó with the vote of the
Venezuelans. I regret that they have come to decide the Popular Consultation
for that political reason, but I also accept it if with it the Venezuelan
people can express themselves in terms of defining the cessation of the
usurpation of Nicolás Maduro Moros, a Transitional Government and the assurance
of the fulfillment of the people's mandate.
In ANCO we believe that the Popular
Consultation is the most immediate political solution to the crisis, adjusted
to the current international conditions, and that it could have the support of
the entire International Community if it is clearly explained to them that they
have to participate actively in order for it to work and be fulfilled. We do
not believe that there are any obstacles for them to do so. It goes in the
direction of what all the countries have requested, and it is of immediate
implementation. We can defend this solution politically, legally and
technically in any scenario, with the great advantage that it implies a
mobilization inside and outside the country. We are not talking about an
Internet Consultation as the enemies of the Popular Consultation have
suggested.
But unfortunately, the Popular Consultation
has been associated with the failure of the government in charge of convening
an opposition that no longer believes in Juan Guaidó or in the Popular
Consultation, with the puerile excuse that "it was already done on July
16, 2017. I already explained this in my previous note (see Burned cartridge or

I invite you to separate the two things. It
is one thing for the official opposition to have bought a solution in the
interest of survival, it is quite another for the solution to be valid and
relevant from the very first moment it was formulated a lot of years ago,
regardless of the fact that they took it on a few months after a fraudulent
election. In fact they do not even need to extend the constitutional period of
the National Assembly with the vote of the Venezuelans, if we decide in a
Popular Consultation to give all the executive powers to an Emergency
Government Board presided over by Juan Guaidó for a defined period of time
until the call for free and authentic elections. I also invite the opposition
to have a little more creativity and love for Venezuela, maybe this way they
can reach an agreement with a solution since it can save us all?
