The Civil Society Ocean

Ever since an original Chavismo figure asked: "Civil society? How do you eat that?" there have been multiple attempts to organize in some way that shapeless mass of citizens that in a proven majority add up to millions against the regime of Nicolás Maduro Moros in the demand for the return of the rule of law to Venezuela. No one in particular can claim such representation.

Civil society in Venezuela is, and I suppose it will be the same in other parts of the world, an ocean of different species whose diversity is precisely what makes it rich in nuances, representing every aspect of community life. No one can organize this diversity, much less claim to represent it. The most that can be achieved is to join wills in favor of a common cause in those who may resemble each other, but experience tells us that even so. What remains is that if any group or organization achieves the miracle of adding more wills in favor of a cause that encourages them all, experience indicates that it will become stronger and will be able to influence the others in that great ocean.

And like fish in the ocean, it will be increasingly difficult for it to be swallowed up by other smaller fish, and even by other species. But it is clear that the cause of such an organization must be objective and clear. It must leave no room for doubts of any kind and, most importantly, it must be an aspiration that brings us all together. And that is not easy to achieve.

The civil society organization to which I belong, ANCO, began as a feeling of change from Venezuelans in the regions of Venezuela. The cry of a forgotten country that claims and continues to claim a place in the decision making process of a system built from the center to the periphery, where the entire structure of power and distribution is under the control of whoever gets his hands on Miraflores. And since this was finally achieved by criminals, terrorists and drug traffickers, the ruin of Venezuela became more evident and palpable.

Our cause is regional autonomy in all senses, political, economic, territorial, judicial, institutional, with the construction of a new federal pact where the real power resides in the citizen, as the fundamental base of the institutional pyramid. This is an approach of substance, not of form. Our proposed Great Change resides there. There are no positions to be sought here until that change is achieved. The positions that we will seek -if we do so- will be those that the citizens themselves can control when there is a system that protects what belongs to all down to the lowest level of the State pyramid.

We were fundamental proponents of the Popular Consultation because we believe that the Depositary of Sovereignty had and has much to say and decide in relation to the tragedy that affects us directly. The political parties have disdained and still disdain the opinion of the people in matters that concern them, over and above the provisions of the 1999 Constitution, which is by the way the only thing we Venezuelans have at our disposal to defend ourselves from the narco-regime. When we can change it we will do it for a much better one, but for now we will use that one.

ANCO's most visible figures, Dr. Blanca Rosa Mármol de León and Eng. Enrique Colmenares Finol, made a call for (see in Spanish ANCO Oficial en  https://ancoficial.blogspot.com/2021/02/blanca-rosa-marmol-de-leon-casi-siete.html and https://ancoficial.blogspot.com/2021/02/ing-enrique-colmenares-finol-solo-la.html) that ocean of Civil Society on behalf of a defunct Organizing Committee of the Popular Consultation appointed by the National Assembly, in order to insist that the work that began with that monumental civic act carried out with much effort all over the world from December 7 to 12, 2020 is just beginning, and that it must be transformed into a civic movement of great magnitude in order to be able to displace the regime with the proper organization throughout the country. All of us who participate in this effort of the Popular Consultation, and them in particular, have the moral authority to make this statement.

Pero ese llamado no es de ninguna manera fácil, porque en primer lugar ni ellos ni nosotros representamos a la Sociedad Civil en su conjunto pero si a un sentimiento de cambio profundo que tenemos en toda Venezuela de que las cosas sean diferentes. During this call to the country, the former members of the Organizing Committee of the Popular Consultation requested the support of civil organizations in Venezuela and the world to join a Pact for the Activation of Article 333 of the Constitution of the Bolivarian Republic of Venezuela for the Constitutional Reestablishment and to formalize throughout Venezuela the union of Civil Society organizations through a coordinated organizational effort for the Constitutional Reestablishment and the Reaffirmation of Popular Sovereignty.

This step is decisive for what is coming now in Venezuela, where parties have disappeared and cohabitant organizations have appeared that instead of confronting the narco-regime, are now asking us to go to elections for Governors and Mayors without absolutely nothing having changed since May 20, 2018 and December 6, 2020. Politicians who have finished selling out to the regime because they no longer have anything to offer the Venezuelan people other than their face to be elected in positions that they themselves know will not serve to reduce absolutely nothing to the suffering of the Venezuelan people.

We are the only ones left in the Civil Society and all the organizations that compose it. We took the step of proposing a formula to continue together and enforce the mandate of a people that we believe has not yet lost hope. Let's turn this ocean into an organized tsunami that will undermine the foundations of the regime until it falls. That is the only thing left for us to do...
