It is becoming more and more difficult to continue supporting a presidency in charge that does not allow itself to be helped. First it was when the President-in-Charge, without even thinking about it for a day, threw himself into supporting the recall referendum after the opposition's resounding "triumph" in Barinas, which some of us had to tackle practically at the back of center field, like a ball that was already going for a home run on the part of the regime (see The real victory of the regime in Barinas, in https://ticsddhh.blogspot.com/p/the-muddy-legs-of-recall-referendum.html).
And despite that statement we have this recent one in El País of Spain: "The worst scenario is a presidential election in 2024. We are trying through a negotiation process to bring it forward as much as possible. The next election in Venezuela has to be to get rid of Maduro, because they owe it to us since 2018." Once again, the President-in-Charge is wrong. Stubbornly insisting on elections "to get rid of Maduro", under the premise that we are dealing with "politicians" and not with criminals backed by an international mafia, and who have hijacked the Electoral Power, will definitely take us to 2024 and beyond with more diaspora, more hyperinflation, more death and ruin for Venezuelans. If the internationally visible head of the opposition truly believes that, we better leave the playing field and forget about recovering Venezuela forever. Mr. President in Charge, the worst scenario for Venezuela is not to solve the problem now!
There is nothing more harmful for a people than for its leaders to be absent from reality. I truly want to give the citizen President-in-Charge the benefit of the doubt, but if the terms are to seek in a negotiation and that the criminals who ungovern us admit that their 2018 elections were not constitutionally called and "that they owe us" an election since 2018, is to be completely out of touch with reality.
And clearly the 2018 elections were illegitimate and that is why Juan Guaidó exists as President-in-Charge, by a constitutional provision accepted by important governments such as the US. But from there to waiting for some criminals to accept a new presidential election as a result of a negotiation process, is to condemn Venezuela to a suicidal wait. The least that the Presidency-in-Charge should accept are new points of view, new perspectives on how to face the situation, and above all new proposals to get us out of this impasse in which the regime has put us, with the deliberate or unintentional help of the official opposition. And absolutely all proposals that mean an immediate exit from tyranny should be aired.
It is not true that a presidential election is the only way out for Venezuela. From this small platform of the network, I have supported the proposal to call for a National Constituent Assembly of Original Character as the effective solution to the problem we have in Venezuela. But neither the G4 nor the President-in-Charge have ever mentioned it as an option in any statement despite the existence of a complete Chapter of our Constitution describing it (Title IX, Chapter III).
The reasons for the absence of the Constituent Assembly from the agenda of our opposition is, to say the least, unknown. They knew perfectly well since long before the death of Hugo Chávez, that this could be called by agreement of two thirds of the National Assembly or 15% of the electoral roll. But even so, they never opted for it, preferring the revocatory solution, which required a higher support. Perhaps the country would be a different country in 2022 if instead of being pending to draw up some charts on January 5, 2016, the President of the National Assembly on that day would have been concerned in summoning the Parliament to initiate a Constituent Assembly process of an original nature.
This absence still persists in the minds of all of them, including that of the President-in-Charge. And this, in my opinion, is unacceptable and extremely harmful for Venezuelans. Why? Because it is deliberately hidden from the common Venezuelan that there is a way to make the criminals give in to their pretensions to continue in power, because this was the same tool used by the unmentionable one to shake off the 40 year old "status quo" that Venezuela had in 1998.
What excuse could the regime's followers give at a negotiating table for not calling the Constituent Assembly, after more than 22 years of exodus and destruction of the country? That Maduro is the President? Centuries could go by and they would say the same thing, and we would say the opposite. What should be said there is that the people should decide, among other reasons, because both parties will continue to insist on being right. But this will continue to happen if the discussion continues to be a presidential election. Our proposal is not to discuss there a presidential election, nor to fight for "elections that are owed to us", but the constitutionally foreseen mechanism to re-found and reconstitute the country. A Constituent Assembly would include everyone, even them, those who claim to be the legitimate government since 2018 and those of us who say that Maduro is illegitimate Maduro could not get out of a negotiation in those terms.
When speaking of a Constituent Assembly, the bases of the process are determined, that is, the Bases for the elections. In a negotiated process there could not be elections "as usual" with the Electoral Power of the regime. This process would be governed by a different set of rules established in that document of Bases Comiciales: who can be elected; on what population basis; how many representatives per State; percentages for the transcendental decisions that should be taken by those citizens appointed by the people to re-found and re-institutionalize this battered country; what to do with the Public Powers, starting with Maduro's Executive Power; to appoint and at what time, a Transitional Government for the minimum period necessary to be able to convene an electoral process with all the guarantees of transparency and legitimacy, thoroughly cleaning that dump called CNE.
Do you realize why we cannot consider even remotely similar the presidential electoral solution requested by the official opposition at that negotiating table in Mexico, when there is a solution with a greater projection to solve the Venezuelan problem immediately, such as a Constituent Assembly of an Original nature for the National Refoundation? The terms of such Constituent election cannot be imposed by the regime with its CNE, it is an election of a completely different nature and its terms must be subject to negotiation between the parties.
I could say many more things, but the intention of this note is different, which I hope the Presidency-in-Charge will be able to assimilate in its true transcendence. And for that I take the title of the last ANCO communiqué "THE PROTAGONISM OF THE PEOPLE IS THE ONLY POSSIBLE WAY TO NATIONAL SALVATION". For me, this title has a very important translation for all Venezuelans: the only reason why the existence of a Presidency-in-Charge would be justified, after the farce of the recall election staged by the regime and its opposition, would be the call for a Constituent Assembly process of an original nature through the negotiations in Mexico. It would not be the assets -which otherwise have been protected by the different friendly governments of the Venezuelan people without the intervention of the Government in Charge, nor any other excuse, it would be the national salvation, expressed in putting an end once and for all and as soon as possible to this state of affairs that is destroying Venezuela.
