ANCO: The message that was distorted

Here is a classic example of how a message can be distorted along a chain of communication. And while it may seem amusing, the matter is extremely serious, because the person who ought to receive the message without any issues at the end of the chain clearly receives nothing but garbage:

A barracks anecdote

The lieutenant to the sergeant:

By order of the captain, the troops will go to the drill field tomorrow in field uniform to witness the solar eclipse that, according to the newspapers, will occur at 11 o'clock sharp. Later, right there on the field, an astronomer will explain the cause of this rare phenomenon to the soldiers; however, should it rain, the explanation will take place in the barracks mess hall.

The sergeant to the corporals:

By order of the captain, there will be a solar eclipse on the drill field tomorrow. Immediately afterward, it will start to rain, so the troops will move to the mess hall, where an astronomer in field uniform will tell the soldiers what the newspapers say about the phenomenon.

The corporal to the soldiers:

Tomorrow at 11, the captain will eclipse the sun using newspapers on the drill field. Later, an astronomer will make it rain in the mess hall, but for this rare phenomenon to occur, the troops must wear field uniforms.

The soldiers among themselves:

Tomorrow at 11, the sun will eclipse the captain, who will reappear in the mess hall later that afternoon in field uniform. Astronomers will try to explain the causes of the rare phenomenon to him, but if he doesn't understand, he will go see a specialist. In my opinion, when ANCO's message of a Transitional Governing Board finally reached the average citizen, each person, as in the previous example, understood the message in their own way. The sergeant and corporals understood a different message, and what ultimately reached the final recipient, the soldiers, had nothing to do with the original message.

What I am reading and hearing on social media about ANCO's original proposal has nothing to do with what the organization presented to the country and the US in its statement of July 3, a few days after the tragedy of the June 24, 2026 earthquakes (see in Spanish, Manifesto to the Nation and to the Administration of President Donald Trump: TRANSITIONAL GOVERNING BOARD NOW - 03-07-2026, in https://ancoficial.blogspot.com/2026/07/comunicado-anco-manifiesto-la-nacion-y.html).

And in essence, what did ANCO say in that statement to Venezuela and the US?

  • Given the power vacuum that emerged on July 3, the regime was no longer viable—not only due to its proven historical illegitimacy, but because the crisis triggered by the country's greatest tragedy in a century made its replacement imperative; the resulting surge in public rejection rendered it unsustainable, creating a social time bomb with unforeseeable consequences.
  • In light of the foregoing, ANCO proposes to the guardian—the United States—that it replace that illegitimate government with a Transitional Governing Junta to restore constitutional order. And why do we ask this of the United States? Because it is no secret to anyone that they are the ones who, militarily and through the force of arms, have controlled the regime since January 3, 2026, and that since July 3, they have been its *sole* support and the reason for its continued hold on power. There is absolutely no legal basis justifying Delcy Rodríguez’s position as “interim president” of Venezuela.
  • That this new junta—likewise justified and appointed by the force of U.S. arms—assume all state powers and establish a special electoral statute to conduct free, fair, and verifiable elections within the timeframe of the U.S. three-phase plan, in order to restore the sovereign and democratic character of the Venezuelan people as soon as possible. In other words, simply remove Delcy and her criminal clique and install honorable people to lead the process.
  • That, pending the elections outlined in the three-phase plan, Venezuela must be governed by “Venezuelan citizens of recognized merit, moral integrity, and high-level technical expertise in public administration—fully independent of partisan or corporate interests—vested with broad and sufficient powers to immediately address the situation, recovery, and firm normalization required following the seismic emergency; to execute the extraordinary measures necessary to rebuild the country; to carry out indispensable changes to illegitimate institutions; and to halt the dissolution of the State.
  • That this Transitional Governing Board should also, in the shortest possible time, establish a roadmap for convening an original constituent process (Art. 347 CRBV) with the aim of refounding the nation.

Subsequently, on July 6, three days after the aforementioned Manifesto, we sent a public letter to the President of the United States, Donald Trump, and to Secretary of State Marco Rubio, reaffirming our previous proposal, but proposing Dr. Blanca Rosa Marmol de León to head this Transitional Governing Board, as an ETHICAL AND MORAL role model for Venezuela, two very important factors for this much-suffering country (see in Spanish Public Letter to the President of the United States, Donald Trump, and Secretary of State Marco Rubio - July 6, 2026, in https://ancoficial.blogspot.com/2026/07/comunicado-anco-carta-publica-al.html). Dr. Marmol embodies—across all sectors—that sentiment of moral change and justice that the country urgently requires at this time, and she stands in direct opposition to the criminal clique currently governing Venezuela. That is the message we want the United States to heed during these dark times for Venezuela.

Nowhere in this proposal is it stated or suggested that the mechanism of Citizens' Assemblies be used to "select" the members of that Governing Board. This is partly because the quintessential process for citizens to choose their leaders—elections—has been suspended due to the destruction of our electoral system; furthermore, the proposed Board would need to review the entire technical, legal, and procedural framework for electing public officials—a process that would take as long as necessary. The current regime—the primary perpetrators of two decades of electoral fraud—definitely cannot and must not undertake this task.

ANCO is merely proposing a transitional governing board to address this crisis—along with its potential members—under the terms previously described; any Venezuelan or organization, whether inside or outside the country, could make similar proposals. We are not "installing" rulers.

It is up to the United States—the entity that currently holds the power to prop up rulers in Venezuela—to decide the composition of such a board, should it accept this proposal, just as it currently decides the fate of Delcy Rodríguez and her accomplices in the twenty-seven-year plundering of Venezuela. Anything else is merely the pipe dream of those who believe popular sovereignty still exists in Venezuela, ignoring the fact that the entire structure capable of sustaining a State has vanished—a structure we seek to rebuild through this proposal, with the assistance (whether we like it or not) of the overseer who holds the force of arms and who, at this moment and through a discredited intermediary, EXERCISES POWER.

ANCO is a civil society organization, like many others in Venezuela. Anyone who shares the idea of ​​the need to refound the country on different foundations, such as those established in our proposal for an original constituent process, is free to do so (see in Spanish ANCO's Project in https://ancoficial.blogspot.com/p/documentos-fundamentales.html), as well as considering how to approach a solution to the country's current critical situation—much like the communication that ultimately passed between the soldiers in our example, announcing that the sun would eclipse their captain at 11:00 a.m. No one should or can prevent that. Yet our original message was as clear as the lieutenant’s to his sergeant; this is ANCO’s institutional position regarding the country and the United States—and no other.

If they wish to adopt it, we would be more than happy to collaborate. If not, we will continue our struggle to ensure the people have the final say—as we have done for over a decade—so that at some future point, we may change Venezuela’s destiny.
