The right sense of the Popular Consultation

 After several weeks since the National Assembly approved the "Accord to Promote a Popular Consultation to carry out Free, Fair and Verifiable Presidential and Parliamentary Elections and to Reject Fraud," on October 1, 2020, the Original National Constituent Alliance, ANCO, formalized last Sunday, October 25, its public position regarding the important instrument approved, especially its most transcendental content: the questions to be asked of the Venezuelan population in that Popular Consultation approved in the referred Accord.

 Many asked us why the delay in making this position public, which seemed obvious to everyone, was so important. But it was not so obvious. On October 2, this writer established his personal position regarding that Agreement in a note entitled "Venezuela First" (see in https://ticsddhh.blogspot.com/p/venezuela-first.html). But I will not write here of my position, which is already formulated in the aforementioned note, but of the position of a collegiate group that has worked very hard to assert the voice of the citizens over their representatives, who have shown unequivocal signs of having forgotten the representation that the people gave them in an election.

 ANCO wanted to know very well the reasons that moved the decision makers of the National Assembly to ask questions that do not correspond to the feeling of the population, which immediately demands that Nicolas Maduro Moros abandon the usurpation of power before proceeding to a fair election, free and transparent, as was the promise of the President in charge and the National Assembly after the approval of the "Statute governing the transition to democracy to reestablish the validity of the Constitution of the Bolivarian Republic of Venezuela", approved by that same National Assembly, on February 5, 2019.

 In fact, Article 2 of the aforementioned Statute states: "For the purposes of this Statute, transition is understood as the itinerary of democratization and reinstitutionalization that includes the following stages: liberation from the autocratic regime that oppresses Venezuela, formation of a provisional government of national unity, and the holding of free elections.

 The reaction of an institution to issues should not and cannot be the same as the individual reaction of its members, and even more so when this involves an issue of extreme importance for all Venezuelans. Institutions should and must react in a different way. On September 4, ANCO had submitted to the main representative of the legitimate government a proposal that it hoped would be discussed, and which unfortunately was discarded as demonstrated, without explanation. And the result was that the parties that make up the G4 coalition, although they decided to consult the country by approving an Agreement on October 1st, they did so thinking of aligning the consultation with their electoral interests, changing the order of the mantra: to hold elections and then, through them, solve the usurpation of Nicolás Maduro Moros. And that is in clear violation of Article 2 of the Statute that governs the Transition of February 5, 2019.

 Why did they do that? Because it goes in the same direction as what they have done in more than 20 years: trying to get the regime out electorally. And that is already unacceptable to the bulk of the population. To continue doing that is to condemn Venezuela to an endless communist tragedy. Why did they accept the popular consultation then? So that the people would give them the go-ahead to continue doing the same. And from this very moment we tell you that this was NOT the meaning of the Popular Consultation that we proposed to the Government in charge of Juan Guaidó.

 And we repeat: The right sense of the Popular Consultation that we proposed from ANCO proposes that in a DIRECT way the people exercise their sovereignty (Article 5) through the means that the Constitution establishes (Article 70) ORDERING A CESSATION OF THE USURPATION. If the mandate ordered in that consultation is not complied with, then we give the International Community our authorization as a people to help the Venezuelan people, based on all the Agreements signed and accepted internationally - and which are the law of the Republic - to displace those who illegally exercise power, not only by usurpers but by proven criminals of Lesa Humanidad, using all the means they consider pertinent, based on the Principle of Self-Determination of the Peoples.  Is the above very difficult to understand? Did we consult the Venezuelan people about this in 2017, as the enemies of the consultation shout in their communiqués demanding "action and no more questions" (for those who are not satisfied, they can watch the explanation of the differences in a 6-minute video I made to discover this lie repeated a thousand times, entitled "On July 16, the people were not consulted about the departure of Nicolas Maduro" in https://youtu.be/CgGVkXoX-KM) Is this contradictory to requests previously made for humanitarian intervention? Of course not! (again, for those who are still skeptical, you can see Dr. Adriana Vigilanza's video entitled "Presidential Responsibility to Protect Venezuela", in https://youtu.be/kNNI7gh-Jd0). The Popular Consultation carried out IN THE RIGHT TERMS would put the Venezuelan people as the protagonist of this story, not the politicians asking for our approval in an election. It is the surest way to guarantee that the Venezuelan people will actively PARTICIPATE in issuing their will and exercise their sovereignty directly to remove the usurper from Miraflores.

 The acceptance of the participation of the main figures of ANCO within the Organizing Committee of the Popular Consultation is part of our sincere vocation to help get out of the problem that overwhelms the Nation, even if we disagree with the questions formulated by the National Assembly in its October 1st Agreement. But this does not mean that we are left without doing anything about it, knowing that these are not the questions that resolve the expression of the Venezuelan people in the face of the very serious situation that we are living in the country, and knowing that this is the last opportunity that we Venezuelans have to solve it in a peaceful, constitutional and electoral manner, as is being demanded by the International Community. This "silver bullet" must be used in the most precise manner possible and without interested interference and not for the electoral purposes of the political factions that still think that measuring themselves electorally with the regime is a solution.

 ANCO's request for a formal reconsideration of the questions posed to the Venezuelan people by the Organizing Committee of the Popular Consultation appointed by the National Assembly, as expressed in our communication of October 24 (see the letter in our ANCO Communiqué of October 25, 2020, Venezuela needs a powerful and enlightened citizens' organization, in https://ancoficial.blogspot.com/2020/10/comunicado-anco-venezuela-necesita-una.html), is the way to process and channel institutionally to those who have the obligation with Venezuelans to do things correctly, when they still have the time to do it, correcting the course of political events. I ask the political actors not to make mistakes. Those of us at ANCO who made this proposal did so for Venezuela and for Venezuelans, with no other interest than to end as soon as possible the suffering of a people who are crying out for a solution from their leaders and in that sense we will not accompany anything that would divert us from that purpose, even if it means denouncing as a swindle to Venezuelans a Popular Consultation that has cost us so much to build…
