Electoral Protection Mission

What should be the most appropriate approach to analyze the decision of the European Union (EU) to send an Electoral Observation Mission (EOM) to Venezuela for the irritating regional elections of November 21? To force Venezuelans to believe that those elections will be "transparent" just because the EU decided so? To give Maduro a legitimacy he lacks since the beginning of his second illegitimate mandate that started in 2018? To turn his back on the clear mandate of the Venezuelan people, who in a binding Popular Consultation held from December 7 to 12, 2020, overwhelmingly rejected the parliamentary elections of December 6, 2020, and whose illegitimate deputies appointed an equally illegitimate National Electoral Council, which is calling for those so-called elections?

The truth is that for those Venezuelans who believe they have not lost their sanity, there is no such thing as an election on November 21. What does exist is the decision of the electoral body of Maduro's regime to distribute the positions of Governors and Mayors as well as to assign positions to the bought opposition and to generate a supposed tranquility of political balance before the International Community, promoting that Venezuelans attend what they call elections on November 21. And the EU will be collaborating with that. It is as simple as that.

And why do I make such a harsh assertion against such an important international organization as the EU? Because if they know well what is happening in Venezuela, as indeed they do, because it is already public knowledge worldwide through the reports on the violation of Human Rights made by qualified missions of the UN and the OAS, and the ongoing trials at the International Criminal Court (ICC) for crimes against Humanity against Nicolás Maduro Moros and his criminals, and furthermore, they have read their own Election Observation Handbook (EOH), they would conclude that based on their own grounds, this Mission has no reason to come to Venezuela. Indeed, according to the established Fundamentals of EU electoral observation in the Third Edition (2016) of the EU Election Observation Handbook (EOH), Section 1.2, Page 16, it states:

“Election observation is a tool used in the context of the EU’s wider policy of support for democracy, the rule of law and human rights. The international Covenant on Civil and Political Rights stipulates that citizens have the right to participate in the government and public affairs of their country by voting or being elected at genuine periodic elections. The right to participate cannot however be exercised in isolation: genuine and democratic elections can only take place when all citizens, without discrimination, are able to enjoy their fundamental freedoms and political rights. These include freedom of expression, association, assembly and movement. In addition, human rights, the right to participation and other associated fundamental freedoms can be enjoyed only through the protection afforded by the rule of law(emphasis added) (You can download the Handbook for European Union Election Observation, Third Edition, 2016, in https://tinyurl.com/5rkhw4ty).

And indeed it is: “The international Covenant on Civil and Political Rights stipulates that citizens have the right to participate in the government and public affairs of their country by voting or being elected at genuine periodic elections”. We could ask Mr. Josep Borrell, EU High Representative for Foreign Affairs and Security Policy, if that is what is happening in Venezuela, as a fundamental requirement for his Mission to approach our country. And the answer, if Mr. Borrell has taken the trouble to read his own Electoral Observation Manual, should be definitely NO. There is no freedom of expression, association, assembly and movement. And since there is no Rule of Law as a consequence of a regime that is exercised without any attachment to Human Rights, there can hardly be free, fair and verifiable elections that would be subject to any international observation.

Now, if conceptually this is so and the EU, with Josep Borrell at the helm, decided to omit this gigantic detail, the EU can also deploy Electoral Observation Missions in order to carry out an evaluation of the process:

“The EU also recognises that international election observation provides a comprehensive, independent and impartial assessment of an electoral process. As election observation enhances transparency and accountability, it can promote public confidence in the electoral process and may serve to promote electoral participation. This in turn can mitigate the potential for election- related conflicts” (see Section 1.2, page 17., UE Election Observation Handbook (EOH).

In other words, by the mere fact of coming to Venezuela, the EU would be promoting “…transparency and accountability, it can promote public confidence in the electoral process”. Is that what the European Socialists want by accepting to bring the EU Electoral Observation Mission, knowing that they cannot come because their own Manual clearly establishes that such observation is only allowed in environments where the rule of law and the protection of human rights exist?

The Spanish press reports that the EU is responding to a request from the Venezuelan "opposition": "After analyzing the opposition's request for months, the European Union has decided to send an electoral observation mission to Venezuela's November 21 elections for governors and mayors, a sign that the international community is seeking to improve electoral conditions in the country after years of considering its elections to be fraudulent". If this is really so, the decision to participate in those elections would have already been taken by the parties that supposedly make "opposition" to the regime, deceiving the Venezuelan people for months in which they said the opposite, and the EU after "analyzing the request for months" decided to participate in that electoral scheme of Maduro. Best example for the definition of "collusion" (Def DRAE: 1. F. Der. Illicit agreement to the detriment of a third party), where the injured parties are all Venezuelans.

At least someone outside Venezuela has realized this crime: "U.S. Senators Marco Rubio and Jim Risch repudiated on Thursday that the European Union (EU) should send an observation mission for the November 21 elections, and insisted that the European organization "should not help Nicolás Maduro" to prolong his "authoritarian control" in Venezuela". But is it really so? I believe that the EU could be an indirect victim of the aforementioned collusion, at the hands of Josep Borrell, a sempiternal socialist of the PSOE, and that the EU is falling in line with the interests of the Spanish socialists to protect the Maduro regime at any cost. Beware of that! The government of Pedro Sanchez is currently in the dock, especially because of the possible incriminating statements of "Pollo" Carvajal before the Spanish National Court, who has announced that if he goes down "he will not go down alone". Already the international press reviews "How much does Pollo know about Podemos and the PSOE?" This police plot that is just beginning, involves all Venezuelans because apparently, as in Venezuela, the socialists are just as criminal in Spain and there are those who are capable of involving such a delicate process as an international electoral observation and turn an official Electoral Observation Mission of a prestigious group such as the EU into an Electoral Protection Mission to protect a mafia that exists in Spain and to whom they were given money illegally from the Maduro regime. The European Union should review very carefully as an Institution the decision to send this Electoral Observation Mission if it is really interested in solving the Venezuelan problem...
