After reading my last note, a good friend called me to tell me, word less words more, "Very well Luis Manuel, if I accept your argument where it is already a popular mandate not to go to any electoral process until Maduro is gone, then we are unarmed, just waiting for them to come to help us from outside and without any possibility of mobilizing! And that is what the people think because that is what the enemies of the Popular Consultation have made them believe.
The first concrete result of the Popular Consultation is a binding constitutional mandate (note that I say "is" and not "was" because it is still in development) that put a straitjacket on the country's political agents, and that orders all Venezuelans to burn their boats in the clear demand of not moving one more vote until Maduro's criminal corporation abandons the power it usurps. The political factors that subscribed the Unitary Pact of September 7, 2020 at the Hacienda la Vega, where the execution of a Popular Consultation was announced for the first time, are obliged to comply with it with the Venezuelans (see in Spanish Pacto Unitario suscrito por las fuerzas democráticas por la libertad de Venezuela, in https://www.elimpulso.com/2020/09/07/este-es-el-pacto-unitario-suscrito-por-las-fuerzas-democraticas-por-la-libertad-de-venezuela-7sep/).
But even so, most of the 37 political parties, especially the main ones, that signed that Route have mobilized their militancy throughout Venezuela to participate in regional elections with the regime, ignoring olympically the binding and obligatory results of the Popular Consultation that they themselves endorsed on September 7, 2020. And in the denied assumption that it was not binding, such a forceful and majority expression cannot be ignored and disregarded, much less disobeyed by anyone who considers himself a democrat.
Who is then the mourner of the 6.4 million wills expressed from December 7 to 12, 2020? Our political "representatives"? It is clear that those who have turned their backs on that December mandate are not the ones called to respect it, because they are actively seeking positions that only exist in their imagination with a criminal corporation that governs Venezuela. Hence, it is the citizens who are responsible for doing so, because this is a mandate that all Venezuelans, not only the political parties, are called upon to enforce.
That is why after that abandonment, those of us who have not stopped fighting in the different areas of the country's life, have proposed a new Citizen's Route with a new Pact, but this time as a consequence and in support of something that constitutionally had not been expressed before in a constitutional manner, which is none other than the majority demand of the Venezuelan people expressed to the world in a Popular Consultation where 6.4 million Venezuelans ordered Nicolás Maduro Moros to leave power and then to hold free, fair and verifiable elections, and on the way to disavow the spurious parliamentary election of December 6, 2020.
But even so, the regime with the help of the electoral technicians of those opposition parties have resumed the march to appoint a new CNE that will be equally spurious as the National Assembly that will appoint it, rejected by the Venezuelan people on December 6, 2020 and by the International Community, is already spurious. None of these 75 nominees for CNE Rectors are ignorant of the Venezuelan situation and therefore, they are accomplices and agents -if they were not already before- of the continuity of the regime of Nicolás Maduro Moros.
And since we did not expect Maduro to obey the popular mandate like any democrat, we citizens must organize ourselves to make him do so, based on the premises of that same mandate and the Constitution. And that is the reason for the Pact for Constitutional Restoration (see in Spanish Pacto para el Restablecimiento Constitucional, in https://ancoficial.blogspot.com/2021/02/comunicado-anco-acta-que-contiene-el.html) which seeks to unite all citizen forces inside and outside Venezuela, to restore the constitutional order, which would not only bring as a consequence the achievement of the Cessation of Usurpation ordered in the Popular Consultation, but also the institutional reordering of the Republic and the reorganization of the rest of the Public Powers denaturalized by the criminal corporation of Maduro and his accomplices.
This crusade is difficult but not impossible. But the approach to the struggle that we now propose is very different. It will be others who will be at the forefront of this new route. It will no longer be the leaders of parties with interests that privilege seeking positions in new elections paid for them by the regime, rather than devising how we get out of this hell. It will no longer be those who abandoned the Venezuelan people to the will of a criminal corporation in favor of their political interests. It will be the citizens themselves who will take on this task. It will be the direct mourners of this Venezuelan tragedy who will have to fight for their own survival. The Popular Consultation empowered us as citizens not vested with authority to restore the constitutional order with a mandate derived from the same Magna Carta. This is the other concrete result of this process.
And how would the execution of this new approach look like? The citizens activated by the Pact agree: "To formally activate the procedure for the reestablishment of the constitutional order, in accordance with Article 333 of the Constitution of the Bolivarian Republic of Venezuela, a procedure that will be sustained by the citizens not vested with authority, without prejudice to the duty of the citizens vested with authority, until the objective of ensuring the reestablishment of the democratic and social rule of law and justice agreed upon in our current Magna Carta has been achieved".
What does this mean? That we do not take Article 333 of the Constitution simply as an enunciation of what must be done, but that we establish through this Pact a procedure to reestablish the constitutional order, based on all the recitals set forth therein, to finally "Promote the formation of a Conference for the Constitutional Reestablishment and the Reaffirmation of Popular Sovereignty, to be integrated jointly with the citizens vested with authority, in compliance with the binding mandate expressed on December 12, 2020; instance that will assume the spokesmanship, representation and coordination of the actions indicated for the constitutional and democratic reestablishment, and will organize its replicas at international, regional, municipal and parochial levels". In other words, an ACTION of the citizens to organize and mobilize for the rescue of the usurped institutionality.
The "Conference for the Constitutional Reestablishment and the Reaffirmation of the Popular Sovereignty" should be understood as a coordination of organizations from where the actions at all levels for the achievement of the constitutional reestablishment and consequently the Cessation of the Usurpation should come out. The Conference for the Constitutional Reestablishment will be established at the National, International, State, Municipal and Parish levels, covering in each of these levels the representation of the 7 spheres of action indicated for the civil society in Article 326 of the Constitution. The promotion of this formula will allow us all to act in a coordinated and transversal manner throughout the country, channeling the demands of each of the sectors into a single voice and a single force capable of removing the foundations of the regime.
The articulation of our actions as a civil society not vested with authority with those legitimate powers vested with authority, in this case the Presidency in Charge and the National Assembly (today acting as Delegated Commission) will only depend on them. The citizen force does not need any tutelage from those vested with authority in order to express itself or mobilize, but it does respect their condition of internationally recognized legitimate powers. It is this same recognition that we demand from them to act in coordination in a task that is constitutionally ordered to both of us, such as the restitution of the constitutional order. That is why they are also mentioned in the Pact.
We have already begun to take the first steps at the national and regional level with the signature of representatives of the Venezuelan Medical Federation (see in Spanish Representantes del gremio médico firmaron el pacto para el Restablecimiento Constitucional, in https://ancoficial.blogspot.com/2021/03/representantes-de-la-federacion-medica.html) and with representatives of the workers of Guayana's basic industries (Intersindical de Guayana, ITG). The consolidation of this movement of the Civil Society that we have already started will only be possible from the conviction of all Venezuelans that what we obtained from December 7 to 12, 2020 with the Popular Consultation gives us enough sovereignty to act as one and with a single force. To confuse us with what those who pretend to deceive the citizens that nothing happened here, is to forget that we possess in essence that strength granted by our fundamental text, and that correctly applied will be the key that will open again the doors to the freedom of Venezuela...
