The death of the political opposition

I believe that from the decisions materialized by the 2015 National Assembly in the last week of the year 2022, one could reach the conclusion of the title of the present note, that in Venezuela the political opposition died. By giving the regime the head of Juan Guaidó in exchange for coexisting with him -even until after the elections that they know for sure they will lose- the official opposition from that moment onwards made official their condition of "Vichy Oppositionists" as I baptized them more than 11 years ago (see in Spanish Vichy Oppositionists, in https://ticsddhh.blogspot.com/2011/09/los-opositores-de-vichy.html), for which I have been repeatedly pointed out as "anti-political", or promoter of "anti-politics", by many of its members. But at the present date, as lawyers say, "by the confession of the parties, there is no need for proof"...

The deputies of the National Assembly of 2015, with their main leaders at the head -the so-called G4- are, for the most part, what is left of the most stale and finished expression of the political leadership that led the country during the 40 years of that democracy that, due to our age, some of us remember, because we were witnesses of their actions. And that is why I have taken very seriously the task of communicating to the country that it would be a historical mistake to help them to lead the country again.

In other words, to suppose that the return to power of some parties whose guilty charge created the phenomenon of Hugo Chávez Frías and all that this implied until today, will mean the end of our difficulties and the return to a democracy, is as fanciful as leaving the regime through Maduro's electoral route.

For those young -and not so young- who for obvious reasons do not know that era, I recommend doing a little research, and they will find different versions of why Chavismo came to power in 1998. But in all of them you will probably come across a character of contemporary Venezuelan history who never let his guard down to point out the deviations of the main parties that shared power in Venezuela between 1958 and 1998. This was Dr. Arturo Uslar Pietri.

Dr. Uslar, apart from being one of the most important intellectuals of the Venezuela of the 20th century, may possibly be pointed out as the founder of what they call "anti-politics" and had a fundamental role in the permanent denunciation during those years of the errors committed by the main parties of the democracy of those 40 years, from the time of the defenestration of General Isaías Medina Angarita on October 18, 1945, a government where Dr. Uslar Pietri had a leading role, being the Minister of Internal Relations of General Medina.

But I mention Dr. Uslar Pietri today, not because he was considered a staunch opponent of what those parties did during that period, but because of something he said on a television program in a tribute paid to him on his 90th birthday.

Perhaps this could explain the surrender to the regime of these old political leaders, corresponding to that disgusting expression of the Adecos of "bending over to avoid splitting" (I always found this expression out of place, coming from the party of Leonardo Ruiz Pineda and Alberto Carnevali, people who did not "bend over") and beyond the interests of common coexistence that both of them may have:

Uslar Pietri said in 1996: "But Venezuelan democracy suffered from two fundamental defects that are the most serious and of which it has not been cured. One is that it had no opposition. The Punto Fijo Pact killed Venezuelan democracy because it deprived it of an essential mechanism which is the opposition. Because the opposition means, in the first place, the difficulty to make nonsense from the government, because there is a vigilant opposition on top of it to denounce, to shout and to protest. And secondly, it means an alternative of power..." Hearing Uslar Pietri say that again in that program took me back 27 years, when Venezuela after the 1992 coup was desperately looking for its course, due to the succession of mistakes made by those parties, and which he had repeatedly warned about without anyone listening to him.

 

Uslar reminded me that the old leadership taking refuge in the National Assembly of 2015 NEVER REALLY HAD A POLITICAL OPPOSITION because it was agreed! They always survived with arrangements and bargains, always dividing positions according to the signed Pact. Castro-Chavismo-Madurismo is nothing more than a mirror expression of them, because the PSUV did not come from Mars, they are part of that same political claque that until 1998 accompanied the traditional politics of Venezuela. Why do you think that the traditional politicians of the AN-2015 did what they did? Because they acted according to their history and nature, like the scorpion in the story.

Why does Uslar Pietri say that the Punto Fijo Pact killed Venezuelan democracy and, consequently, a true opposition? Because in practice, although this Pact guaranteed the political stability of the country, this guarantee had a very high price that finally ended up being paid by the Venezuelan people. And the parties did not take care of renewing it even if the world fell down around them. That is why they let it die for subaltern interests. And when the true political opposition, that of Hugo Chávez Frías, appeared, it was already too late for Venezuelans. This one presented itself as revanchist, resentful and lacking in democratic jurisdiction. And the rest is history.

But there is something that Uslar also said in 1996, that the Pact killed Venezuelan democracy. It is very painful to see, after all that has happened, that this ended up being true. Not because of the Pact itself, which I still consider it as the only tool that was possible to be applied at that time by the greatest statesmen the country has ever had, Betancourt, Caldera and Villalba, to stabilize a new democracy, but because of its political heirs who did not have the stature of its creators to avoid the catastrophe that followed.

Well, those "heirs", such as Henry Ramos Allup, Manuel Rosales, Julio Borges -the latter arrived later- are still there, alive and kicking, still wanting to govern the lives of Venezuelans, using the same practice that put an end to the imperfect democracy of 1998. If you are between 30 and 40 years old, listen to the complete Uslar Pietri's tribute program, and maybe you will understand the anguish of an exceptional Venezuelan, who had the vision to predict the catastrophe we are living.

I end this first note of this year 2023 with the same faith and hope of Dr. Arturo Uslar Pietri: "I believe and have hope gentlemen, because we have clearly identified the nonsense we have done. So if we insist on them, it is because of stupidity, or for other worse reasons. Because we have the material resources to get out of this situation. And because we have the human resources to get out. It would be truly an incredible curse if Venezuelans could not realize that they have to get out of this situation, that they have the material means, the human means to get out. And that the steps that have to be taken are known and known by all and that what is enough is that we agree to move forward..." And just as at that time the problem was clearly identified and the corresponding corrective measures were not taken, now we have fully identified those who have prevented us from getting out of this misfortune that has befallen us. Venezuela still counts on its sons and daughters wherever they may be, and on the infinite wealth of this generous country, which more than those that still remain in nature, are in its people.

From ANCO, in the civil society, we have identified the WHAT: A National Constituent Assembly of Original character; the HOW: the summoning and corresponding election of the legitimate representatives of the Venezuelan people to that Constituent Assembly, with the support, the sanctioning power and the independent electoral assistance of the International Community, without the intervention of the corrupt Public Powers of the regime; the WHEN: at the moment when all Venezuelans will affirm with Uslar Pietri's conviction: "the steps to be taken are known and known by all ...what is enough is that we agree to move forward..." . I hope so in this 2023....
