The strange case of Guaidó and the G4 parties

Some friends have called me since Sunday 21N to ask my opinion about the "results" of a regional election that I have always denounced as invalid and illegitimate, starting with the entity that counts the "votes". Then, how can one give an opinion about an "electoral process" that is not an electoral process at all? Yes, it is true, the regime and its bought opposition staged a circus that resembles an election, even with "electoral results" that favored in some States that opposition. From my old Computer School I rescue something that was considered axiomatic, "if you put garbage into a system you can only get garbage". "Garbage in-garbage out" was the international saying.

And if we add that the system is rotten and rigged from its own structure, imagine what can come out of it. In no way will it be the legitimate will of the people. Any political inference that comes out of those numerical "results" will be biased towards where the regime wants the public opinion to go. Venezuelans did not turn out for that farce as evidenced in the streets and in all the centers throughout the country, that is the true opinion.

Therefore, if we do not know the results of the regime, we also do not know the results of the opposition of the same regime. No one can know for sure what happened on November 21, beyond saying that the regime set the red electoral map as expected by all of us, designating at its own interest those who would occupy the "opposition" positions in Governorships, Mayorships and City Councils. It deserves a special note to ask ourselves why Manuel Rosales is running for Governor of Zulia. Think wrong and you will be right, could it be because they want this broken bat again as a contender of the regime in 2024 to repeat the surrendering experience of 2006? Anything is possible...

But Venezuelans should go beyond those "results" exposed by the regime of that 21N circus, starting with the apparent contradiction of those who claim to be "the opposition" in Venezuela. On the one hand, there are the majority parties that owned the 2015 National Assembly and make decisions in the Delegated Commission that was what was left of that Parliament, and on the other hand, the Government in Charge of Juan Guaidó.

As we all know, those parties and their owners decided to participate in Maduro's electoral circus on November 21, under the umbrella of the Unity card, which as you know was reactivated by the regime for that purpose, in a clear negotiation with them. All "opposition" politicians at the national level who had aspirations to run for office ran on that aircraft carrier, fighting among themselves for that empty bottle. Some of them even went on their own, dividing the opposition vote of those Venezuelans who were convinced by the "defense of the spaces".

But on the other hand, there is a President in Charge who refused to go to those regional elections, insisting that there were no conditions for that, denouncing that there is a false opposition that had sold out and a fraudulent electoral system of the regime, in a discourse clearly coinciding with those of us who have insisted that the electoral solution in Venezuela has been exhausted. That speech was reaffirmed in the Press Conference of Juan Guaidó in relation to the 21N elections (see in Spanish Press Conference of Juan Guaido on the electoral process in Venezuela, in https://youtu.be/Ha2W2rlnHGU).

How is that understood? Juan Guaidó is the expression of the parties that own the 2015 National Assembly and his control relationship with them is fully established in the Statute of the Transition approved in February 2019. Guaidó is not an independent entity. Everything Juan Guaidó says and does responds to the interests of those 4 parties that manage and control the National Assembly which is considered legitimate by the International Community. In fact from there emanates the legitimacy that is internationally recognized to him. How is it that Guaidó does one thing and his constituents do the opposite? Something is not right there. The only possible explanation to that contradiction is that there is none. Let's see.

Juan Guaidó and the parties make up something that is absolutely unconstitutional and that we denounced in due time in 2019 when the Statute of the Transition was published: in Venezuela there is not constitutionally the figure of a Parliamentary Government and that is what is happening in practice. The G4 parties control what Juan Guaidó does and says. An example of this is that Julio Borges still continues in his post as "Commissioner for Foreign Relations" of the interim after the PJ communiqué of September 27, 2021, according to which they wash their hands of the management of Venezuelan assets abroad (see Communiqué of PJ, in https://twitter.com/Pr1meroJusticia/status/1442473515924353031/photo/1).

The Primero Justicia party, as co-government, is co-responsible, whether it wants it or not, for whatever the Government in Charge does. Borges is a quota of the G4 in that Government in Charge, and hence the interim President cannot remove him even if he wants to, contrary to the constitutional provision that gives the President of the Republic the ability to appoint and remove Ministers, because what there is there is a melcocha managed by the G4 and its main spokesman is Juan Guaidó.

Therefore Guaidó appears on the one hand as a "defender" of the rights of Venezuelans and on the other hand there is a sort of 4-headed animal that decides what finally has to be done. The part that speaks to the majority of Venezuelans who want a fundamental change in the country is Juan Guaidó. But the other one, which openly negotiated the quotas of the opposition militancy surrendered to the regime on 21N, are the parties of the so-called G4 opposition that participated in that electoral circus on 21N. Both, in the opinion of the parties' strategy, are necessary, but absolutely toxic to be able to get out of the regime of Nicolás Maduro Moros.

You cannot eliminate one without eliminating the other. It is like trying to kill Dr. Hyde (the perverse side) without killing Dr. Jekyll (the human side) being that they are the same person, the characters of Robert Louis Stevenson's novel, "The Strange Case of Dr. Jekyll and Mr. Hyde". In Venezuela we could perfectly call that novel "The strange case of Guaidó and the G4 parties". For those who do not know that story, Dr. Henry Jekyll was "...a scientist who creates a potion or drink that has the ability to separate the most human part from the most evil side of a person. When Jekyll drinks this mixture he becomes Edward Hyde, a criminal capable of any atrocity. But the truth is that we must deactivate them both if we want the usurpation of Nicolás Maduro Moros to cease. The created monstrosity of the Statute of the Transition has been perverted in such a way that it is allowing Venezuelans to continue these electoral farces that have criminally led to the lengthening of this infamous suffering, and whose next step will be a rigged Recall Referendum that will take the regime to 2024 and beyond.

While it is true that Juan Guaidó meant for many of us in 2019 a hope for clear and forceful decisions to be made in favor of taking the reins of the country, it is no less true that in 2021 Dr. Hyde living inside that Interim Presidency has prevented him from doing so due to multiple interests in favor of the preservation of the regime. Juan Guaidó can no longer be asked to exercise his office as President as dictated by the Constitution because he is basically prevented from doing so by those who are his own livelihood and the owners of his platform as Government in Charge. The reason why Guaidó acts keeping the hope of the people is part of a strategy of double discourse that sustains the indefinite cohabitation as far as necessary. And in view of the results of November 21, this is unacceptable.

The G4 is already preparing for an indefinite defense of the Presidency-in-Charge and its continuity as from January 2022 -for a reason- renewing once again the Statute of the Transition. The Delegate Commission became a Parliament violating the constitutional competencies of the Legislative Power, without having the full body of the deputies elected in 2015. Of the total of 167 deputies elected in 2015, only 112 were from the opposition, and 24 of them declared their disincorporation in 2020 and 34 approximately went into exile, so in fact there are 54 or less deputies -less than the simple majority of the chamber- who would be making the decisions for the entire National Assembly of 2015. With this percentage the Delegate Commission of the 2015 Assembly replaced the full legislators. If we allege that Maduro and his criminals are illegitimate, the opposition parties are denied to act in the same way and pretend to be considered legitimate before the International Community.

It is time to start looking for a solution to the mess created by the political opposition. A simple way would be for Juan Guaidó, acting honorably as Dr. Jekyll, to "commit suicide" to the Presidency-in-Charge and the Statute of the Transition, thus killing Dr. Hyde, and assuming purely and clearly the Presidency of the Republic, fully complying with the obligations required by the Constitution. Otherwise, it would be preferable for Venezuelans that the monstrosity disappears with him. But after 3 years of asking him to do so, I believe it is useless to continue demanding this exercise of political maturity.

With the disappearance of the interim government, nothing at all would be lost because everything that has to do with Venezuelan interests is already supported by the International Community (USA), without the intervention of the Government in Charge, which by the way has refused, via the Delegated Commission, to take a single step for the approval of the resources for the defense of Venezuelan assets under the responsibility of PDVSA's Ad Hoc Board. What difference would it make then?

Venezuelans as a people would gain much more because the absence of this figure will sooner rather than later trigger the necessary events for the Venezuelan people to pronounce themselves, in the absence of parties posing as opponents, holding a non-existent condition of "government" that has slowed down the fall of the regime for that very reason. Believe me when I tell you that the only ones harmed by the fall of the Government in Charge would be the Mr. Hyde of the G4, because the only ones who have benefited so far from its existence have been them. But since November 21, the Venezuelans began to understand the same, by massively turning their backs to both, the government and the official opposition. The regime will not fall until its opposition falls. This has already started to become a reality...
