They say that misfortunes precipitate events. If Venezuela was already in a state of emergency, as I titled it on June 16 (see “Venezuela: The emergency is now!”, in https://ticsddhh.blogspot.com/p/venezuela-emergency-is-now.html), not to mention that this situation has now been laid bare by the inability of the Venezuelan pseudo-authorities to coordinate even the minimal activities required to confront the tragedy of two consecutive earthquakes—which toppled hundreds of occupied buildings in Venezuela on a public holiday, with a significant impact on La Guaira.

Do you believe that the interim government—led by the very person partly responsible for the fact that public service bodies (such as hospitals, national emergency and health networks, firefighters, and civil protection agencies) lack the equipment or operating budgets to respond immediately to emergencies like the June 24, 2026 earthquakes—is capable of rescuing people from the rubble and treating the injured?

Do you believe that those internationally identified as primarily responsible for repression and political persecution in Venezuela—who remain active within the Ministry of Internal Affairs, the very agency that should be the first to mobilize to protect citizens during this massive humanitarian crisis—will be the ones to coordinate the aid and actions needed to support a citizenry that actually fled from them?

Do you believe that the National Armed Forces—which were completely absent during the initial critical moments of the tragedy when it came to supporting and protecting citizens' property, and which have spent 27 years attacking and persecuting Venezuelans—should be the ones to coordinate the massive influx of international aid arriving to assist citizens left destitute and sleeping on the streets?

The political and humanitarian emergency I described in that June 16th note has escalated exponentially to unimaginable levels following the two earthquakes of June 24, 2026. A genuine National Emergency Government is no longer merely required; it has become IMPERATIVE.

And who do you think should remove from office—in defense of the Venezuelan people—those figures who have caused the country such harm and should not remain at the helm of its administration for a single minute longer, given that they are the very same people who destroyed the nation prior to these earthquakes? I leave the answer to that question to each of you.

Recent events—during which Venezuelans have felt utterly abandoned, waiting for aid from abroad—demonstrate what we have always known: they are not a government, but a band of criminals who must be removed from power so that we can proceed with rebuilding what was destroyed both before and after the earthquakes and move forward with the refounding of what is to come.

And they will bear full responsibility for those buried alive by the catastrophe—many of whom will perish because reaching them will prove impossible—since the very people who should have secured the necessary resources from their government posts stole the means required to extract them alive during the tragedy's critical early hours.

It is imperative that Venezuelans have the assurance that the regime will not steal the humanitarian aid arriving in the country and that it will guarantee the aid reaches its intended destination. Such a guarantee is by no means possible from the corrupt regime of Delcy Rodríguez’s interim administration; after all, immediately following January 3rd, they made medicines sent from the U.S. to Venezuelan hospitals disappear.

The government Venezuelans need right now must take immediate action to professionally manage the emergency that arose on June 24th, providing technical coordination for the aid teams entering the country.

Amidst the tragedy, a serious allegation has been made explaining why the military was absent from rescue operations during the initial hours following the earthquakes; this claim was voiced by Esteban Gerbasi—a Venezuelan political analyst and consultant based in the U.S.—on the channel of well-known journalist Nitu Pérez Osuna:

“Today I learned of an operation orchestrated by Diosdado Cabello, Padrino López, the Rodríguez siblings, and other radical PSUV factions to sabotage U.S. efforts in Venezuela. Their goal is to ensure that, within weeks or months, Trump is blamed for the failure to respond to the Venezuelan people's needs. Their strategic plan is based on the narrative—often cited by Trump and frequently challenged by us—that Venezuela is effectively the 51st state, and that while the Americans have reaped significant economic benefits and financial gains, so too have the Venezuelans. They issued orders to the complicit military high command—specifically the leadership of the REDI, ZODI, and ADI units (though not the Minister of Defense himself; I want to clarify that distinction). Roughly 70% of this command structure has concluded that they should allow the disaster to persist and let the Venezuelan people suffer, all for the sake of a political payoff they claim they will reap in the coming weeks and months. Why? Because they want the blame for running the country to fall on Donald Trump and Marco Rubio. Intelligence agencies—not from the U.S., but from other nations—raised the alarm about this, as a segment of U.S. intelligence has long been aligned with Delcy Rodríguez and her brother. That relationship stems from ties to Qatar and conversations held when attempts were being made to convince Nicolás Maduro to relinquish power. Well, the good news is that President Trump and U.S. intelligence have learned of this plot and are preparing to take drastic measures. That is the reason for today’s visit by the head of Southern Command to meet with the Minister of Defense, who is overseeing the situation; in the coming hours and days, we will see the United States take charge—through a military-led strategy—of managing the crisis and aiding the Venezuelan people. Look, I’ll conclude by saying that the most important thing here is that the decision has been made to oust and remove—once and for all—the thieves, drug traffickers, and swindlers who are misruling the country from Miraflores. In a normal country, the gravity of this public allegation would warrant an investigation by state security agencies. However, as you know, the country is in the hands of the very people being accused—a fact frequently noted and the reason why proceedings, such as those before the International Criminal Court, have been initiated against them.

Nevertheless, if the aforementioned allegation proves true—and rest assured, the "guardian" would verify it using its own intelligence systems—a National Emergency Government would cease to be merely a request and would become a reality mandated by that guardian, as we have previously outlined on this blog and as is indicated at the end of the statement.

An explanation is already required regarding the military's absence at the onset of the tragedy. If the regime's leadership did indeed orchestrate this heinous crime, it will be the last one they commit against this noble people; a new National Emergency Government would then have to launch the necessary investigations to establish accountability, backed by U.S. guarantees.

The earthquakes that struck Venezuela on June 24 should mark the conclusion of a greater tragedy that began on December 15, 1999, when Hugo Chávez Frías chose to conceal the events unfolding in Vargas State in his zeal to amend the Venezuelan Constitution. Yet now, what remains of his regime can neither hide the truth nor shift the blame to others, given the communication advantages offered by modern technology; nor can they block the aid the U.S. offered Venezuelans that day—aid that has finally become a reality. We have been in a state of emergency for over 27 years. It is no longer possible to hide their true face…
