A Letter of Marque or what was the use of the Popular Consultation

For me, it is still incredible at this point in time to repeat this concept, but I will do so until it is fully understood: the great result of the Popular Consultation held from December 7 to 12, 2020 WAS THE NECESSARY CONDITION required by Venezuelan democrats to LEGITIMIZE in the face of Venezuela and the world ANY ACTION we would take to oust the regime of Nicolás Maduro Moros from power. This DEMOCRATIC, ELECTORAL AND CONSTITUTIONAL validation goes beyond any survey, judgment or opinion that anyone may have, inside or outside Venezuela, about what the Depositary of the Popular Sovereignty, that is, the Sovereign People of Venezuela, truly thinks about those who hold power in the country, and that from the very moment the results were known, invalidated them definitively as our rulers.

This unprecedented act of sovereignty and the mandate that emanates from it is of such magnitude and transcendence that it constitutes in itself a concrete result of this Consultation. However, at this point, Venezuelans still disregard it, and the most incredible thing of all is that they do it ¡WITHOUT THE HELP OF THE REGIME! In other words, we ourselves in the opposition dismissed this incredible advance! It is as if you managed after much work and suffering to get a Letter of Marque and you sit on a sidewalk crying for someone to do something with that permission because you do not know what to do. And the reality is that you yourself have in your hand the greatest authorization that any institution can give you in a country because it comes from the owner of its sovereignty: the clear and frank permission to leave the regime in any way you want, convertible into shares at any time. But something else must be explained. If I had a perfectly designed plan to enforce tomorrow the mandate coming from the permission given to us by the Venezuelan people through that Consultation, I would not reveal it to you. No one would do it in the midst of this tyranny that persecutes and tortures. We would not be stupid! What those who do not consider themselves to be alluded because they are waiting for others to tell them what to do to fulfill the mandate should do, is to wait patiently for the RESULT of those of us who are working for that; not to ask ourselves what we will do when ALL of us were called to fulfill it after having obtained that Letter of Marque.

And here fits perfectly the famous phrase of the thirty-fifth President of the United States, John F. Kennedy, 60 years ago in his inaugural address on January 20, 1961: “And so, my fellow Americans: ask not what your country can do for you, ask what you can do for your country…” (see JFK's inaugural address, in https://www.ourdocuments.gov/doc.php?flash=true&doc=91&page=transcript). And I ask you, what are you doing? Have you joined any movement to enforce that popular mandate? Have you organized civil society groups to do or discuss something in relation to that somewhere in Venezuela, beyond posting messages on Twitter asking what others will do?

Then, neither those who organized the Popular Consultation, nor those who understood well the responsibility derived from that unprecedented mandate, are responsible for giving answers to the question "What was the use of the Popular Consultation? Those of us who understood it have some answers that we believe must be applied so that these are translated into concrete actions that Venezuelans see and feel, and that go in the concrete sense of making the regime vacate the power that it will not let go of meekly.

Now, those who are in the mood to "organize civil society" have a golden opportunity because now at least they have a common purpose to do so, within the whole range of possibilities, ranging from the most peaceful to the most violent, including foreign military intervention. Yes, you read that right: foreign military intervention. Those who advocate for that and who were rabidly opposed to the Popular Consultation, already have a clear mandate from the Venezuelan people to develop that intervention under the protection of the 3rd Question of the Consultation, answered with a resounding YES by 99% of the participants. Paradoxically, however, they are not using this result to strengthen their arguments, but quite the contrary: They are asking us what we are going to do after the Consultation! Please! Not without reason they tell us abroad that in Venezuela there is a bunch of crazy people...

In ANCO we do not pretend to be by far the entire civil society. We are a group of Venezuelans who dared to propose a course of action that had as a milestone the summoning of the Popular Sovereignty to give its consent to begin a series of actions backed 100% by the Venezuelan people. Thanks to God and the Venezuelan people, we have already obtained permission to act. And you may ask yourselves, why didn't they act before this Consultation? Because NOBODY in Venezuela had the institutional legitimacy, not even the National Assembly, to take the serious steps that from now on will be necessary to make concrete the mandate of the sovereign people. That authorization was only in the hands of the Venezuelan people AND IT ALREADY EXISTS.

The only reason why the International Community, starting with the United States, continued to support the Government in Charge after January 5, 2021 was because of that Popular Consultation. And hence the attacks directed at the Consultation in the sense that it was carried out to save the skin of Guaidó and his Government in Charge, when it was quite the opposite. The consequences of the Consultation were so broad and forceful in the light of the International Community that they were even enough to save the Government in Charge, but there are people blinded by pettiness and desire for power who are not yet seeing its greatest consequence, which is none other than the popular support for a possible displacement of the regime with popular and constitutional support. I will make it even simpler for those who understood the meaning of the Patente de Corso; and as an answer for those who are still wondering what the Popular Consultation was for: the results of the Popular Consultation shall be the main justification in the first Whereas of the first Decree of the next Transition Government...
