It is incredible the tenacity with which the past and still present enemies of the Popular Consultation still question it, even after having obtained the results known to all, which are in no way ours as promoters, but those of the Venezuelan people. When I read the new invitation made by journalist José Domingo Blanco, Mingo, to a debate between Dr. José Vicente Haro and Dr. Blanca Rosa Mármol de León, again I said to myself "another interpellation to Dr.", but this time with a definite bias of clear attack to the process that took place from December 7 to 12, 2020, by calling it with this suggestive title "What good was the Consultation if there was no Interim? (ver in Spanish Por todos los Medios, en https://twitter.com/ptlmedios/status/1359535194227814400 and complete program in https://youtu.be/1QXdw3PxgMw).
And why do I say attack? Because that Consultation was not called by Juan Guaidó (we have already repeated it ad nauseam, and in my case in this blog) but at the proposal of the Civil Society, of us in ANCO, and welcomed by the President-in-Charge. That the political parties tried to divert it -as they did- towards their group interests is another thing. And from within we fought it and settled it with them. And that happened because we consider that it is not enough to say from the outside that we have to get out of Maduro, but that we have to get into the country's problem, get our hands dirty and fight it as it should be fought. And this was done, to the point that two people of unquestionable moral and intellectual qualification, such as Dr. Blanca Rosa Mármol de León and Eng. Enrique Colmenares Finol, lent their names to represent the Civil Society in a process called again by the discredited parties of the National Assembly, risking their names and personal reputation.
Perhaps I would have bought the first part of the question "What good was the Consultation?" although we have answered that question as well. At least I have in this medium (see A Letter of Marque or what was the use of the Popular Consultation,
in https://ticsddhh.blogspot.com/p/a-letter-of-marque-or-what-was-use-of.html). But apparently that has not been enough for those who insist that the problem is in the Consultation and not in those of us who were invested by the Popular Sovereignty precisely because of the result of it, to do something concrete in relation to the exit of Nicolás Maduro Moros from power. Those who want the cannons of the International Community to come should rather thank us because with that result they have the patent to do it tomorrow if they wish, with or without Article 187.11. But that, like any other solution, MUST BE WORKED TO MAKE IT REAL. That is why it was necessary for the people of Venezuela to speak out to do it, and we got that patent for the whole world with the help of the Venezuelan people.
I was surprised when Mingo mentioned my name in the aforementioned program in a recriminatory tone, which suggests that I have little tolerance for criticism, because I immediately responded, as I did in the only article -so far- that I have dedicated to his headlines (see A Naïve proposal, in https://ticsddhh.blogspot.com/p/a-naive-proposal.html) where I also made reference to the biased title of the invitation to his program. I even apologized in that note because I reacted to the headline before hearing the program, doing it with an anecdote of my missing journalist daughter, with the idea of giving a close explanation because I consider Mingo, besides being a friend, a serious journalist who would understand my point. I'm sorry it didn't work out that way.
In this opportunity I still did not like the headline but I gave it the benefit of the doubt until I heard today's program, which unfortunately reaffirmed the reason I was right when I wrote the note in reference. Taking Dr. Mármol to that interpellation did not solve the root of the problem because the problem IS NOT and has never been the Popular Consultation, which at this point has already passed, but what we will do with its results as was well indicated by the many listeners of the program. The debate ran for the most part on whether what we did was valid or not, or whether it helped Guaidó or not, or whether Guaidó is legitimate or not. please! The Popular Consultation NEVER had ANYTHING to do with the Government in Charge but with an ABSOLUTELY NECESSARY AND CONSTITUTIONAL PRONOUNCEMENT of the people to carry out the actions to get out of the regime.
The vain insistence of the approval of Article 187.11, not only by Dr. José Vicente Haro but also by half the country asking for it, did not and will not solve the root of the problem because no country needs permission to carry out any military intervention for humanitarian reasons! Police officers anywhere in the world do not need permission to enter a place if they see that a crime is being committed inside. The problem is not the permission but getting the police officers to decide to move! And that in the case of R2P is decided by the UN Security Council.
The R2P, which by the way was first talked about to the Venezuelan public opinion just 2 years ago in the program Por Todos los Medios, on February 7, 2019 (see The R2P or why humanitarian aid can enter Venezuela, in https://ticsddhh.blogspot.com/p/the-r2p-or-why-humanitarian-aid-can.html), can be a solution if we do our work outside the country. And when I say "ours" it is that of Venezuelans, whether they call themselves politicians or not. Or as we now say, INVESTED AND NOT INVESTED OF AUTHORITY. At this moment we are looking for ways to be heard internationally as legitimate representatives of the Civil Society BECAUSE 6.4 MILLION VENEZOLANS pronounced in favor of the demand for Maduro to leave power and then hold elections. And that weighs on the International Community.
We are demanding the President-in-Charge to recognize and make the countries of the continent and beyond recognize that we Venezuelans PRONOUNCED in December in favor of the Cessation of Usurpation BEFORE ANY ELECTORAL PROCESS WITH MADURO IN POWER. That was a decision made by the Venezuelan people in that Popular Consultation that many people dislike so much and that will turn out to be THE ONLY OBSTACLE for the politicians not to put us in another election with Maduro in Miraflores.
Insisting that Juan Guaidó is not President in Charge only contributes to Maduro's continued existence and is a shot in the foot. The problem IS NOT LEGAL, IT IS POLITICAL. The International Community, starting with the United States and followed by the European Parliament, RECOGNIZED GUAIDO not for legal reasons but because Venezuelan democrats could not remain without political representation and they could not remain without interlocutors in front of this regime of criminals. ¿¿¿When are they going to finish understanding this??? After we get out of the regime we will see what we do with Guaidó because then we have to remake the institutionality of the political representation of the country.
Finally, an explanation is in order. I am not writing this note at the behest of Dr. Mármol de León. Those who know her know of her integrity even for that, nor am I writing it in defense of her, but in favor of understanding the situation in which we find ourselves with the Popular Consultation. For further explanation of what we will do, at least from my perspective, you can review the last post in this blog, which was an intervention I made in a Chat Forum in Nueva Esparta. (ver in Spanish, Un Gran Cambio para el desarrollo de Venezuela, en https://ticsddhh.blogspot.com/2021/02/un-gran-cambio-para-el-desarrollo-de.html) and the answers I gave to the participants of that Forum (see in Spanish Presentación El Gran Cambio – Respuestas a los participantes, en https://youtu.be/sxNJAdCNWHM) that I believe are more decisive. I only aspire in these modest answers to be able to lower the anxiety of those who still wish to continue questioning Dr. Blanca Rosa Mármol de León with questions that have already been answered…
